Comrades Luong Nguyen Minh Triet - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Van Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.
Attending the conference were comrades Phan Viet Cuong - former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council; Nguyen Ngoc Quang - former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council; Nguyen Chin - former Head of the Provincial Party Committee's Organization Board; along with comrades in the Provincial Party Committee Standing Committee, key officials of the province.
Speaking at the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Van Dung said that in implementing Resolution No. 18, there are things that the Central and the provinces have not done but Quang Nam has done, such as: Ending the activities of the Provincial Business Bloc Party Committee (reducing 1 provincial-level focal point and 3 department-level focal points); rearranging the organizational apparatus, innovating the operating mechanism of the Provincial Cadre Health Care Protection Board (reducing 1 department-level focal point); piloting the merger of the Political Training Center into the Party Committee's Propaganda Department in 18/18 district, town and city Party Committees; merging 8 colleges in the area into one school.
Quang Nam has piloted the policy of the Head of the Mass Mobilization Committee concurrently being the Chairman of the Vietnam Fatherland Front Committee in 10 district-level localities; completed the rearrangement of public service units (reducing 192 focal points); and reduced 479 villages/blocks.
The implementation of the autonomy mechanism in public service units has received attention, the number of people working and receiving salaries from the state budget has decreased. Quang Nam has deeply streamlined the payroll with 6,393 payrolls in the entire political system of the province (achieving a rate of streamlining 15% of the payroll of civil servants and 20% of the payroll of public employees)...
“Continue to seriously implement the policy of streamlining the organizational apparatus in the coming time, the entire political system from the province to the grassroots level has a unified viewpoint on implementing the arrangement to organize the apparatus to be “streamlined - compact - strong - effective - efficient - effective”. One agency does many things, one job is only undertaken by one agency. We must unify this viewpoint to organize and implement effectively” - Chairman of the Provincial People's Committee Le Van Dung said.
The project approved by the Provincial Party Committee sets the goal of reorganizing and innovating the organizational apparatus in conjunction with restructuring and building a team of cadres and civil servants with reasonable numbers, qualities, capacity, and prestige, meeting the requirements in the new situation. Specifically, many provincial agencies and units must complete the dissolution, termination of operations, reorganization, and merger from February 20, 2025.
In particular, for the Party bloc, the activities of the Party Committee of the Provincial Agencies Bloc will end; the activities of the Party delegations: Provincial People's Council; Provincial Vietnam Fatherland Front Committee; Provincial Labor Federation; Provincial Veterans Association; Provincial Women's Union; Provincial Farmers' Association; Provincial Union of Science and Technology Associations; Provincial Literature and Arts Association will end. The activities of the Party Executive Committees of the Provincial People's Committee, Provincial People's Court, and Provincial People's Procuracy will end.
Establishing Party committees of party agencies, unions, People's Councils, and provincial judiciary and establishing provincial government Party committees (implemented immediately after the Central Party Secretariat issues Regulations on functions, tasks, working relationships and model working regulations of the two Party committees).
Merge the Provincial Party Committee's Propaganda and Mass Mobilization Committee and establish the Provincial Party Committee's Propaganda and Mass Mobilization Committee. The arrangement and restructuring of socio-political organizations will be carried out under the direction of the Central vertical branches (Trade Union, Youth Union, etc.).
For the government sector, administrative agencies under the Provincial People's Committee must complete the arrangement before February 20, 2025. Similarly, before the above time, complete the arrangement for specialized agencies and public service units under the District People's Committee.
In his speech directing and closing the conference, Provincial Party Secretary Luong Nguyen Minh Triet stated that in order to continue to effectively implement Resolution No. 18, in the coming time, Party committees and organizations at all levels, especially leaders at all levels, must be exemplary, proactive, and determined in performing assigned tasks. Urgently deploy tasks in the spirit of "running while lining up".
Have plans, steps, and roadmaps to ensure that the new apparatus operates effectively, efficiently, and smoothly, without interruption; research and issue policies to ensure the rights and interests of cadres, party members, civil servants, public employees, and workers...
Review and evaluate the overall functions and tasks of agencies and units in the political system to eliminate overlap and duplication; reallocate tasks scientifically.
Clearly define the functions of each level and each sector to avoid the situation where many agencies undertake the same task or miss important tasks...
Provincial Party Secretary Luong Nguyen Minh Triet requested Party committees and authorities at all levels to do a good job of ideological work among cadres, civil servants and public employees; especially to innovate thinking, vision, methods, and working attitudes, and to make the best use of the human factor in each agency and unit.
“This is a difficult and challenging revolution, requiring solidarity, unity, and determination so that implementation can be carried out quickly, actively, and effectively. Streamlining the apparatus is not a mechanical reduction, but aims to build a streamlined apparatus that operates effectively and efficiently, serving the people better,” emphasized Provincial Party Secretary Luong Nguyen Minh Triet.
