Vietnam National University, Hanoi (VNU) and Vietnam National University, Ho Chi Minh City (VNU-HCM) are implementing a project to reorganize and streamline their organizational structure. In particular, Vietnam National University, Hanoi will reduce its number of units from 36 to 25 member units and affiliated units.
VNU has just announced the reorganization and streamlining of its organizational structure. Accordingly, the VNU Steering Committee agreed to reorganize and streamline the organizational structure of this university from 36 units (including VNU agencies) to 25 member units and affiliated units (a reduction of 30.5%).
The units that will develop a project to reorganize and streamline the internal apparatus; report to the Steering Committee before January 4, 2025 include: VNU (1 unit); member units (11 units): 9 member universities, Institute of Vietnamese Studies and Development Sciences, Tran Nhan Tong Institute; affiliated schools (3 units): School of Management and Business, International School, School of Interdisciplinary Sciences and Arts.
Affiliated units (10 units): Center for National Defense and Security Education, Center for Education Quality Assessment, Center for Library and Digital Knowledge, VNU Publishing House, VNU Hospital, Center for Physical Education and Sports, Center for University Urban Management and 3 project management boards are implementing the roadmap to merge into 1 unit.
The units coordinate with the Personnel Organization Board to develop a Project for establishment, consolidation and merger; report to the Steering Committee before January 6, 2025, including: Establishing a Center/Park of advanced technology and innovation in the direction of a consortium including a number of member scientific research units and support and service centers (6 units); establishing the Institute of Digital University and Testing/Institute of Digital Testing and Training on the basis of merging the Institute of Education Quality Assurance and the Testing Center of VNU; merging the University of Medicine and Pharmacy Hospital into the University of Medicine and Pharmacy; merging the VNU Science Journal into the VNU Office; merging the International Faculty of French into the International School.
According to the Organizing Committee of the Ho Chi Minh City National University Party Committee, from 2015-2024, 3 management units were cut, accounting for 10% of the streamlined apparatus; the number of civil servants receiving salaries from the state budget/total number of civil servants working also gradually decreased over time.
In 2015, 3,502/5,603 officials at this university received salaries from the state budget (62.5%), by 2024, only 1,154/6,400 officials (18%). In nearly 10 years, the number of officials receiving salaries from the state budget at Ho Chi Minh City National University has decreased by 2,348 people. This result has exceeded the target set in the resolution.
Regarding university autonomy, by 2024, Ho Chi Minh City National University will have 24/36 financially autonomous units in group 2 (66%) and 12/36 financially autonomous units in group 3 (34%); reducing 27% of regular expenditure (VND 178 billion) from the state budget compared to 2021.
