Exploiting available advantages and potentials
Regarding this issue, in Conclusion No. 80-KL/TW of the Politburo on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065, Hanoi needs to pay attention to researching and developing specific night-time economic models for each region, building the city into a safe, vibrant, attractive, unique destination with a night-time economic brand, meeting the needs of people and tourists, with higher competitiveness than other domestic and international destinations.
The requirements in the Politburo's Conclusion on the night-time economy have created more motivation for Hanoi's districts to continue to promote and focus more on comprehensively exploiting potentials and advantages, especially making the most of available resources.
From there, we are determined to develop a unique night-time economic model suitable for each region, gradually building the capital into a vibrant and attractive destination, meeting the needs of working, entertainment, shopping, enjoying cuisine, and experiencing nightlife of residents and tourists.
Typically, in Hoan Kiem district, after 1 year of implementing the Resolution on solutions to develop and improve the efficiency of the night economy of the District People's Council, the initial results have been remarkable, contributing to creating jobs, improving income and living standards for people.
Mr. Vu Tuan Trung - Head of the Economic Department of the People's Committee of Hoan Kiem District said that in order to promote the potential and strengths of the locality, the Hoan Kiem District Party Committee has a Project No. 11/DA/QU dedicated to developing the night-time economy. In particular, the Project emphasizes that Hoan Kiem District is the administrative - political, economic and cultural center of the Capital; has a high population density, where political and cultural activities and events of Hanoi and the whole country often take place, and is an indispensable destination for domestic and international tourists.
Hoan Kiem has a diverse, rich and quality treasure of cultural tourism resources. There are 190 valuable relics in the area such as Hoan Kiem Lake, Ngoc Son Temple, Hanoi Old Quarter... Besides, Hoan Kiem also has many types of unique cultural arts and cuisine; there is a large number of young tourists, concentrated in the old quarters and old streets with high levels of integration and globalization.
The diversity of night services and products creates opportunities for tourists to have more interesting experiences and participate in healthy entertainment activities, contributing to increasing the length of stay and increasing the spending of tourists. Moreover, international tourists from countries such as Europe, America, Australia, Taiwan, etc. are familiar with participating in night entertainment activities in their countries, so they also expect to explore the unique features of night products in Hoan Kiem district and more broadly in the city.
Following the District Party Committee's Project, the District People's Council also issued Resolution No. 120/NQ-HDND on solutions to develop and improve the effectiveness of the night-time economy in the area, followed by Plan No. 195/KH-UBND of the Hoan Kiem District People's Committee. The contents of the Resolutions and Plans all require that the development of the night-time economy must be consistent with, and closely linked to, the district's socio-economic development plans and projects.
Along with that, the development of the night-time economy must be gradually and sustainably associated with the characteristics and specific strengths of cultural and artistic infrastructure, cuisine and economic conditions of the district, while ensuring conformity with the fine customs and cultural traditions of Vietnam and the capital Hanoi.
Focus on developing dynamic spaces
To contribute to increasing the efficiency of the night economy, Hoan Kiem district focuses on strongly developing existing dynamic spaces. In particular, with the Hanoi Old Quarter walking space, the district is implementing the direction of renovating and renovating supporting spaces to create synchronous connections in the Dong Xuan - Bac Qua area.
We are also researching to find a suitable location to relocate the Bac Qua fresh food area to form a square area here, creating a space to organize events and activities to experience public culture.
At the same time, plan and rearrange commercial activities on the commercial and tourist streets of Hang Dao - Hang Giay in a civilized and modern direction associated with the historical and cultural characteristics of each street. In particular, exploit the function and develop the culinary street along with supporting activities around Dong Xuan market.
Implementing a number of solutions to improve the quality of service and commercial activities of the Hang Dao - Hang Giay walking street: adding industry planning to the content of the business lease contract, and simultaneously implementing many propaganda measures, combined with inspection and handling of violations. Up to now, over 70% of business households have complied with regulations on industry planning, and the stalls displaying goods ensure aesthetics.
In the night market area, the food court has been renovated in a traditional folk style. At the same time, the management model has been changed, providing a full range of services for businesses from sales counters, tables and chairs, bowls and chopsticks, cleaning staff integrated into a service package to create a synchronous and civilized space and landscape.
For the walking space around Hoan Kiem Lake and its vicinity, the district has been continuing to improve the quality and operational efficiency of the above-mentioned walking space. This includes implementing a unique lighting system, seasonal lighting; lighting suitable for events; artistic lighting on weekends, etc.
In addition, with the space of specialized business streets and traditional craft streets, the district has assessed the current situation and oriented the development of specialized business streets and traditional craft streets to promote the specific values of the streets, meeting the criteria of commercial civilization.
Complete the renovation and development of Dong Xuan alley to form an ancient town culinary street..., as well as research and build Hang Thiec - Lo Ren street with welding and forging trade, Hang Dong street with bronze crafting trade.
In particular, with the Tong Duy Tan - Hang Bong culinary cultural space and the improvement of the quality of this culinary street, Hoan Kiem is gradually forming a culinary walking street space connecting with the Phung Hung - Gam Cau walking space to become a unified whole...
It can be said that after 1 year of implementing Resolution No. 120/NQ-HDND, Hoan Kiem has achieved some relatively positive results in developing the night economy. However, according to Mr. Vu Tuan Trung, in the coming time, to consolidate night economic activities, overcome limitations, improve efficiency, create new synchronous and highly systematic driving forces, and maximize the potential and advantages of sustainable night economic development, Hoan Kiem will apply a series of comprehensive solutions from improving infrastructure, improving service quality, to creating a favorable business environment.
In particular, the district will proactively review policies and legal frameworks related to night-time economic development to create favorable conditions for businesses. Clearly assign responsibilities and authorities among state management agencies in managing night-time economic activities on the basis of increasing decentralization and delegation of authority to localities in managing and developing the night-time economy...
Some districts of Hanoi have made changes to exploit the potential of the night economy, but there are still limitations that need to be overcome in order to take advantage and develop better in the future. Especially in terms of planning, due to lack of planning, many night businesses are currently located close to residential areas, affecting people's lives.
Some places have developed without proper planning, so they have not created attraction for tourists. Lack of clear and synchronous planning has led to the lack of cultural and artistic programs on walking streets, there are street vendors who solicit and rip off tourists, and littering has negatively affected the environment...
