Hanoi considers design plan to renovate To Lich River

Kinhtedothi - On March 12, the Office of the Hanoi People's Committee issued Notice No. 120/TB-VP on the Conclusion of Vice Chairman of the People's Committee Duong Duc Tuan at the meeting to listen to the report on the design plan to renovate the To Lich River.

Accordingly, after listening to the reports and opinions of the agencies, Vice Chairman of the City People's Committee Duong Duc Tuan concluded and directed as follows:

The City People's Committee basically agrees with the research direction and proposal of Sun Group Joint Stock Company. The basic design plan meets the criteria and orientations of the City and the programs and plans that have been and are being implemented, with the goal of turning To Lich River into a green space, a landscape and ecological highlight serving the community.

To create synchronization with the programs, the City People's Committee assigned the Department of Planning and Architecture and the Institute of Construction Planning to coordinate with Sun Group Company to complete the design plan, ensuring synchronization with the implemented programs and plans.

The contents that need to be updated include updating, synthesizing and completing the 1/500 scale detailed planning project on both banks of the To Lich River, sections 1, 2, 3, which was approved by the City People's Committee in Decision No. 2160/QD-UBND dated May 13, 2011; updating the content of embellishing both banks of the To Lich River in the Project "Restoring environmental quality and developing the system of 4 inner-city rivers: To Lich, Kim Nguu, Lu, Set" according to Program No. 05-CTr/TU dated March 17, 2021 of the City Party Committee, which is being researched and implemented.

At the same time, clarify the technological solution for treating the riverbed to clean it; further study the content of turning To Lich River into a water storage area during floods for the To Lich River basin in the Capital's Drainage Planning; evaluate the interaction of the technical infrastructure system along the route (Bailey steel truss bridges in the traffic technical infrastructure network) with the design plan.

Along with that, further research on the embankments on both sides of the river (which areas can be expanded; which areas cannot) to create a space with many landscapes, allowing the expansion of the To Lich River's water surface, while creating land funds for the development of public service works; agree on a plan to report to the City People's Committee for consideration and direction.

The City People's Committee assigned the Department of Finance to study the implementation mechanism for the To Lich River renovation plan (in the direction of applying the BT form) to advise, propose, and report to the City People's Committee for consideration and direction.
