(NLDO)- To preserve and promote the value of West Lake, the Hanoi People's Committee has agreed to expand the cross-section of Quang An and Tu Hoa streets.
On March 7, the Office of the Hanoi People's Committee issued a notice of the conclusion of Mr. Duong Duc Tuan, Vice Chairman of the City People's Committee, at a meeting to review plans to renovate, upgrade and expand roads around West Lake, Tay Ho district.
Hanoi wants to expand the road along West Lake
Accordingly, Hanoi basically agrees with the research proposal of Tay Ho district and Sungroup Corporation, and agrees with the policy of including this research content in the standardization process of the project documents for local adjustment of the Urban Zoning Plan of West Lake area and vicinity (A6) at a scale of 1/2000.
The Hanoi People's Committee assigned Tay Ho district to coordinate with departments and branches to update the contents, ideas, and research plans into the project to preserve and promote the value of West Lake and its vicinity, and the project to locally adjust the Urban Zoning Plan for the West Lake area and its vicinity.
According to Hanoi, the contents, ideas, and research plans include a water wharf, a bridge connecting Thuy Su Lake with Dam Tri, a traffic system, static traffic, flower gardens, walking paths, landscapes, wastewater treatment, etc. Hanoi requires the time and progress of organizing the preparation and submission for approval of the above planning to not exceed 2 months.
Regarding the detailed content of the plan to renovate, upgrade and expand the roads along West Lake, the Hanoi People's Committee agrees with the opinion of the Department of Planning and Architecture, Tay Ho District on the plan to expand the cross-section of Quang An and Tu Hoa roads (21m plan). However, further research is needed to determine the specific areas for space exploitation, combined with landscape flower gardens.
Accordingly, the road extension is not just a normal overpass but must be identified as a construction item with artistic, landscape architecture, high aesthetic value, appropriate proportions, need to study to reduce columns, limit encroachment on the lake surface area. Along with that, study the elevation of West Lake water surface (highest and lowest water level) according to the season; study the color of the road, combine trees, and illuminate the project.
In particular, Hanoi requires form, shape, volume, extension... The project must have high aesthetics, create a feeling of lightness, elegance, and reduce the feeling of impact on space.
Hanoi assigned the Department of Planning and Architecture to study and develop a model for this segment (public investment form) and assigned Tay Ho district to immediately implement it to ensure the operation of important projects in the Quang An peninsula area.
Vice Chairman of Hanoi Duong Duc Tuan requested to continue to study the overall routes around West Lake; determine the width of the road cross-section, the number of lanes suitable for space organization, traffic organization, arrange walking space combined with green parks at suitable locations along Nguyen Dinh Thi, Trich Sai streets... In addition, Hanoi also requested to standardize the arrangement plan of inland waterway wharves, bridges connecting Thuy Su Lake - Dam Tri to ensure the highest aesthetics, smallest scale, most beautiful but still meet the function, minimizing the impact on the lake.
Hanoi assigned the Department of Finance to report to the city on the investment mechanism for implementing the project to renovate, upgrade and expand the roads around West Lake (remaining segment) under the BT public-private partnership method (the counterpart investment project can consider and propose construction items in the area around West Lake and other land funds) according to regulations.
