The province has promptly implemented the improvement of the plant protection system in the direction of clearly assigning people and tasks with specific responsibilities, especially at the grassroots level, to meet practical work requirements. The plant protection network of the province has been formed and operated according to a specialized system. With regular training and professional training from the Agricultural Service Centers of districts and cities; and direct guidance and management from the Agricultural Departments of communes and towns, the activities of the grassroots plant protection staff have gradually become routine. Mr. Nguyen Quoc Viet, Deputy Head of the Department of Crop Production and Plant Protection, said: Based on local land conditions and farming practices, the plant protection staff have advised the Agricultural Departments of communes and towns to build appropriate crop and season structures, contributing to increasing income per unit of cultivated land area. The network of field investigation and monitoring from the province to the grassroots level, especially the team of technical staff of plant protection, has ensured the quality of periodic and supplementary investigation work according to the regulations of the industry; done a good job of estimating, forecasting, giving accurate advice and organizing timely prevention of pests on rice and vegetables according to the "4 rights" principle; was a bridge to transfer technical advances in agricultural production to farmers through propaganda, training, building survey models, experiments and vocational training for rural workers. At the same time, well implemented the State management of the business of plant protection drugs and domestic plant quarantine; strictly controlled the activities of seminars, advertisements, use of plant protection drugs, plant quarantine procedures, warehouse disinfection, storage of agricultural and aquatic products, pests subject to quarantine and new pests.
Along with focusing on improving the quality of the plant protection staff, the Department of Crop Production and Plant Protection has advised the Department of Agriculture and Environment to guide localities on intensive farming measures as well as the effective use of plant protection drugs to control pests appearing in the fields. Every year, the Department conducts surveys and evaluates dozens of plant protection drugs to find a set of specific drugs for each pest on crops, contributing to reducing the number of spraying times, reducing investment costs and ensuring food hygiene and safety, limiting environmental pollution. The Department has applied many effective propaganda measures, so for many years now, farmers in the province have stopped spraying stink bugs, thrips, leaf miners, etc. with the highly toxic Pyrethroid group of drugs, eliminating commonly used drugs but with poor effectiveness and toxicity such as: drugs with the active ingredient Fipronil, which are low-effective against 2-spotted stem borers; Limit the group of drugs containing the active ingredient Chlorpyrifos Ethyl, which is too toxic to kill planthoppers and stem borers; the group of drugs containing only the active ingredient Isoprothiolane, which is not very effective against rice blast disease. Find new types of drugs to kill leaf rollers, stem borers, planthoppers, rice blast, brown spot, etc. in conditions where the density of pests is too high, the disease pressure is too high, and when spraying is rained. At the same time, actively carry out experimental projects, experiments, and demonstration models, promptly meeting production requirements, including many highly effective models, contributing to protecting production and increasing farmers' income. Households participating in programs and projects have gradually acquired new knowledge and effectively applied scientific and technical advances to production. Typical examples are vegetable growers in My Tan commune, Nam Phong ward (Nam Dinh city); Thinh Long town (Hai Hau); Yen Duong and Yen Cuong communes (Y Yen)... when participating in the safe vegetable production model, have visited, built models, trained in production techniques according to VietGAP processes, organic agricultural production, Japanese technology, integrated pest management classes, through field workshops... gradually raising awareness and producing safe vegetables, stable productivity, low cost, ensuring product safety, beneficial for both producers and consumers, while limiting pollution of the ecological environment.
The model of effective and sustainable planthopper management implemented in Nam Dien commune (Nam Truc) and Hai Chau commune (Hai Hau) has helped farmers raise their awareness and technical capacity for rice cultivation according to the improved intensive farming system, knowing how to collect databases, analyze the level of pests and diseases to propose appropriate and timely treatment measures for each stage of rice development; knowing how to effectively manage planthoppers and viral diseases. In 2024, the Department coordinated with the Institute of Crop Research and Development, the Center for Organic Agriculture, Green Carbon Japan Vietnam Co., Ltd. to implement a pilot project on emission reduction farming with an area of 1,075 hectares in 6 communes of 3 districts of Vu Ban, Y Yen and Nam Truc. Evaluation results showed that the application of the alternating wet and dry irrigation method has many benefits for growth, reducing pests and diseases, increasing lodging resistance and increasing yield by 8.1%. In particular, rice cultivation according to the model has reduced 58.8% of CH4 emissions compared to traditional flooded rice cultivation and can be converted into carbon credits for sale, contributing to increasing farmers' income. Every year, the Department of Crop Production and Plant Protection coordinates with enterprises producing and trading pesticides to organize hundreds of technical seminars on the use of pesticides at the provincial, district and commune levels to introduce new pesticides and techniques for effective pesticide use. At the same time, demonstration models of technical advances are built such as the "3 reductions, 3 increases" model implemented in Giao Thuy, Y Yen; the early brown spot disease management model in Nam Truc; and in collaboration with Syngenta Company Limited to implement a demonstration model of pesticides in Nam Truc. The model of "Community to reduce the risk of pesticides" implemented in Ý Yên and Hải Hậu has contributed to raising awareness and sense of responsibility of the grassroots agricultural extension staff, pesticide dealers and farmers using pesticides... Through the models, the awareness and sense of responsibility of farmers on sustainable ecological agricultural production has been raised, gradually changing farming habits such as: planting densely, growing large shoots, fertilizing too much nitrogen... helping farmers know how to monitor and manage pests and be conscious in using pesticides according to the "4 rights" principle...
Focusing on innovation and strengthening the quality of grassroots plant protection staff has contributed to improving the effectiveness of production protection and promoting the effective and sustainable development of the province's agricultural economy.
