Mechanism for domestic enterprises to build North-South high-speed railway

The North-South high-speed railway project has a total investment of more than 67 billion USD. It is expected to start construction in 2027 and be basically completed in 2035.

With over 67 billion USD, the North-South high-speed railway project is the project with the largest total investment ever. It is expected to start construction in 2027 and be basically completed in 2035. According to Resolution 172/2024/QH15 on the project investment policy, the implementation will prioritize domestic enterprises. On the morning of March 21, at a workshop in Hanoi, many opinions said that in order to achieve this goal, it will be necessary to soon develop specific, breakthrough and appropriate policy mechanisms to open up opportunities for domestic enterprises to participate.

The high-speed railway will consist of two parts. One is the overhead track with locomotives and signal information. The other is the road, bridge and tunnel infrastructure below. Currently, domestic contractors have undertaken large projects across the country. Therefore, many opinions suggest that these two parts should be separated so that domestic enterprises can participate.

Mr. Pham Van Khoi - Chairman of the Board of Directors of Phuong Thanh Transport Investment and Construction Joint Stock Company said: "It gives us opportunities to participate in large national projects, so that we can train our staff and buy more equipment, machinery and technology."

The North-South high-speed railway project has a total investment of more than 67 billion USD.

Of the total project investment of 67 billion USD, about 34 billion USD is expected to be spent on infrastructure construction. The issue of how much value and how long each segment is divided into bid packages to suit financial capacity and construction experience is also raised.

"In recent years and considering the development of the following years, the package is about 10,000 - 20,000 billion, Vietnamese enterprises can implement to meet the demand", said Mr. Pham Cong Chau - Vice Chairman of the Board of Directors of Dat Phuong Group Joint Stock Company.

Colonel Nguyen Minh Khiem - General Director of Corporation 319, Ministry of National Defense said: "Currently, our domestic enterprises are taking the initiative in key national projects such as the North - South Expressway, most domestic enterprises are doing very well. Building stations, I think this is also one of the tasks that domestic enterprises are fully capable of undertaking, especially the infrastructure and foundation for building a new generation railway".

According to the Ministry of Construction, the international bidding for the selection of construction contractors is expected to take place in mid-2027 and the project is expected to start construction by the end of that year. The Government is also developing specific policies to implement Resolution 172 of the National Assembly on the investment policy for the North-South high-speed railway project.
