Many achievements are still rejected
Recently, the Hanoi Department of Home Affairs issued Official Letter No. 3277/SNV-CCVC (hereinafter referred to as Official Letter 3277) on the assessment and review of standards and conditions for promotion of professional titles for teachers. Accordingly, the Hanoi Department of Home Affairs plans to report to the City People's Committee to organize the promotion of professional titles from level III to level II in the form of selection through records.
Many teachers are worried that because they have many years of dedication, they are not considered for promotion because they do not have a position.
However, instead of considering all qualified teachers, this document instructs to consider "principals, vice-principals, team leaders and key teachers" and "9 years of university education", so many applications were rejected.
In order to implement the above document, the internal affairs departments under the department have deployed it to the units with different understandings. Among them, many units rejected the promotion application of teachers even though many of them have many years of dedication.
Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School (Phu Xuyen District, Hanoi), representing 164 teachers who wish and are eligible for promotion in Hanoi, sent a petition to the Ministry of Education and Training and the Hanoi Department of Home Affairs with two issues to be resolved, including requesting that the promotion consideration be implemented in accordance with the regulations of the Government and the Ministry of Education and Training.
Mr. Duong said that he personally conducted a quick survey of 110 schools in Hanoi, and by the afternoon of November 14, he had received 84 responses, and the result was that about 60% of teachers from the schools participating in the survey said that their schools did not allow teachers without positions to apply for promotion this time.
For example, the Department of Internal Affairs of Quoc Oai District (Hanoi) has directed units to only allow teachers who are principals, vice principals; heads, deputy heads of professional groups, and key teachers to apply for promotion. Teachers who do not hold the above positions are not allowed to apply for promotion, even though they meet the promotion standards.
Teachers also reported that at Xuan Mai High School (Chuong My District, Hanoi), last July, when finalizing the list to send to the Hanoi Department of Education and Training, the school sent 50 teacher profiles for promotion according to the unit's needs. However, up to now, only 6 group leaders and deputy group leaders were considered for promotion, the rest of the profiles were returned with the reason "not meeting the requirements".
A teacher confided: "I have worked for 37 years, am a grassroots emulation fighter and have not been disciplined. The process of preparing the application for promotion also took time to find enough evidence, the school considered it eligible for promotion, but now the application was rejected by the Department of Internal Affairs because it was not a professional group leader or deputy group leader. This is a great disadvantage for long-time teachers. The ratio of group leaders and deputy group leaders in the school is very low because each group has only 2 people, but there are many teachers who want to be promoted."
Ms. Nguyen Thi Huong, a teacher at Tay Ho High School (Tay Ho District, Hanoi), is a teacher with many achievements such as being an excellent teacher at the city level, being a grassroots emulation fighter for many years, receiving many awards and certificates of merit in professional competitions, meeting all the requirements of a Grade II teacher. However, because she did not have a position, her application was rejected. She shared that this information made her very sad, "no longer having the mind" to focus and strive.
Similarly, Ms. Dang Thi Hai Yen, an IT teacher at Quang Trung - Dong Da High School (Dong Da District, Hanoi), who won the second prize for excellent teacher at the city level; was a grassroots emulation fighter for many years; had many initiatives and experiences recognized... also had her application rejected because she did not have a position listed in Official Dispatch 3277.
Meanwhile, Article 31 of Decree 115/ND-CP of the Government clearly states: "Exams or examinations for promotion of professional titles are organized according to the principles of equality, publicity, transparency, objectivity and compliance with the law".
"We feel like we're being left behind."
In addition to the requirement that only teachers with positions are allowed to submit applications for promotion, the Hanoi Department of Home Affairs also applies the regulation that teachers must have a university degree of 9 years or more to be considered for promotion, although the Ministry of Education and Training has affirmed that this requirement is incorrect and unnecessary when considering promotion.
Official dispatch 3277 only implements promotion for teachers who have submitted their application, not allowing teachers who have held the teaching positions for enough time but have a university degree for less than 9 years to submit additional applications.
Mr. Nguyen Van Duong was upset that the 2019 Education Law will not take effect until July 1, 2020, but according to the above request of the Hanoi Department of Home Affairs, teachers must have qualifications above the standard before the 2019 Education Law takes effect to be considered equivalent to the current level III standard. This is unreasonable, contrary to the regulations on professional title standards according to the 2005 Education Law and Circulars 21 and 22 that took effect before the 2019 Education Law took effect. "This makes us extremely frustrated, confused and feel like we are being left behind," said Mr. Duong.
In the survey conducted by Mr. Duong, when asked "what are the wishes of teachers", the most common answer was: "I hope the city will consider promoting all valid applications; I hope to have the opportunity to consider promoting for their efforts in the education career; I request to properly implement the instructions of the Ministry of Education and Training, remove the regulation that requires a 9-year university degree...". Some even expressed frustration, saying: "If we consider it like this, then organize the exam to be fair."
Mr. Nguyen Van Duong added that teachers' salaries are already low and work pressure is increasing, especially in the context of reforming the general education program. However, most teachers still try their best to prove themselves through their contributions and achievements in teaching.
Now, the opportunity to be promoted to improve salary, even if it is small, is denied by Hanoi's own viewpoint. Many teachers share the same frustration and ask whether this is a promotion for cadres or a promotion for teachers? Therefore, Mr. Duong and hundreds of teachers have sent a petition, waiting for a satisfactory answer from the Ministry of Education and Training and the Hanoi Department of Home Affairs.
