The policy of additional support for cadres, civil servants, public employees and workers in the implementation of organizational restructuring under the management scope of Thai Binh province has different levels of support, depending on whether the applicant submits the application early or late.
On February 21, information from the Office of the National Assembly Delegation and the People's Council of Thai Binh province said that at the meeting held on February 19, the Provincial People's Council passed a resolution regulating additional support policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring under the management of Thai Binh province.
Accordingly, the subjects of application include cadres, civil servants, public employees receiving salaries from the state budget and those working under labor contracts according to the provisions of labor law before January 15, 2019 in administrative agencies, organizations and public service units whose regular expenses are guaranteed by the state budget and public service units that partially guarantee regular expenses; voluntary early retirement, immediate resignation from agencies and units that carry out mergers, consolidations, establishment, termination of operations and administrative organizations and units that carry out mergers, consolidations, establishment, dissolution of agencies and units that rearrange internal organizational structures.
Regarding the province's additional support policy, according to the resolution, in addition to the policies and regimes prescribed by the Government, cadres, civil servants, public employees, and workers who voluntarily apply and submit their applications between February 20, 2025 and March 20, 2025 will enjoy the province's one-time additional support policy equal to 30% of the subsidy level according to Decree No. 178/2024/ND-CP.
Officials, civil servants, public employees, and workers who voluntarily apply and submit their applications between March 21, 2025 and May 31, 2025 will enjoy the province's one-time additional support policy equal to 20% of the subsidy level according to Decree No. 178/2024/ND-CP.
Officials, civil servants, public employees, and workers who voluntarily apply and submit their documents between June 1, 2025 and February 20, 2026 will enjoy the province's one-time additional support policy equal to 10% of the subsidy level according to Decree No. 178/2024/ND-CP.
For cadres, civil servants, public employees and workers who take leave outside the above-mentioned time, they will not be entitled to additional support policies and regimes from the province.
According to the Thai Binh Department of Home Affairs, as of February 19, the province had 319 cases of cadres, civil servants, public employees, and workers working at departments, branches, agencies, units, and localities in the province who submitted applications for voluntary retirement or early resignation. All cases with applications have been approved by the leaders of the agencies and units and transferred to the Thai Binh Department of Home Affairs.
Of these, 4 people hold the position of department director, 2 people hold the position equivalent to department director; 13 people hold the position of deputy department director and equivalent to deputy department director; 5 people are members of the Standing Committee at district level; 31 people hold the position of department head; 47 people hold the position of deputy department head; 22 people hold the position of head, deputy head of department of units under the department, branch and equivalent; 82 civil servants; 85 public employees and 28 workers.
