Reporting on the results of the 2019-2024 period, Vice President and General Secretary of the Association Nguyen Van Thang said that the Vietnam Hydrometeorological Association was officially established in 2019. Up to now, after 5 years, the Association has had a total of 18 member organizations and 455 individual members - including officials and citizens with enthusiasm and capacity for hydrometeorological work.
During the first term of the Congress (2019 - 2024), the Executive Committee of the Association, consisting of 51 comrades, made efforts to improve the organization and build the foundation for the following terms, directing the activities of the Association, contributing to the continuous enhancement of the role of the KTTV sector with state agencies.
Along with perfecting the organization of the branches, the Association has completed the positions with the participation of many scientists, researchers, and civil servants who have been working in the field of hydrometeorology nationwide.
The Association has established two affiliated research institutes, namely the Institute for Research and Development of Technology for Meteorology, Hydrology and Environment, headquartered in Hanoi, and the Institute for Sustainable Development and Climate Change Adaptation in the Mekong Delta, headquartered in Ho Chi Minh City.
Recently, the Association also participated in drafting Directive No. 10-CT/TW of the Secretariat on strengthening the Party's leadership over hydrometeorology to meet the requirements of national construction and defense. Experts participated in the Provincial Planning Appraisal Council for the period 2021-2030, with a vision to 2050, and reviewed 25 Strategic Environmental Assessment Reports of Provincial Planning.
Vice President and General Secretary of the Vietnam Hydrometeorological Association Nguyen Van Thang reported on the Association's activities in the first term (2019-2024).
Participated in drafting the National Strategy on Climate Change, Nationally Determined Contribution (NDC), National Climate Change Adaptation Plan (NAP), Vietnam's Fourth National Communication to the Secretariat of the United Nations Framework Convention on Climate Change... Consulting, criticism and social appraisal activities are also regularly deployed at the request of state agencies.
In addition, the Association has coordinated with the Global Environment Facility, the Small Grants Program in Vietnam (UNDP-GEF/SGP) to propose the Project: "Applying local knowledge and smart agriculture to enhance adaptive capacity and improve the livelihoods of ethnic minorities in Kim Boi district, Hoa Binh province".
During the first term, the Association also actively informed, disseminated knowledge, improved professional skills for members; participated in propaganda activities, raised public awareness of KTTV and life, as well as activities of the Vietnam Union of Science and Technology Associations...
"Bridge between State management agencies and the community and people"
On behalf of the leaders of the Ministry of Natural Resources and Environment, Deputy Minister Le Cong Thanh acknowledged and commended the results of the activities of the Vietnam Hydrometeorological Association in recent times. Although it was during the outbreak of the Covid 19 pandemic, the Association has overcome many difficulties, actively operated and made important contributions to the Natural Resources and Environment sector. The Association has gathered many prestigious experts, scientists and managers in the fields of hydrometeorology, environment and climate change.
“The Vietnam Hydrometeorological Association has truly been a bridge between the State management agency of hydrometeorology and the community, transmitting information to serve people's lives and production activities,” Deputy Minister Le Cong Thanh emphasized.
Deputy Minister of Natural Resources and Environment Le Cong Thanh delivered a speech at the 2nd Congress (2024 - 2029) of the Vietnam Hydrometeorological Association.
Regarding the tasks in the new term 2024 - 2029, Deputy Minister Le Cong Thanh requested the Association to continue to maintain its activities in accordance with its principles and purposes; pay attention to the work of developing members, ensuring large numbers and strong quality; and improve the quality of the Association's organization.
In the coming time, the Association needs to proactively propose and participate in implementing related tasks of the natural resources and environment sector in accordance with the functions and tasks of the Association; boldly give opinions, advice and criticism on issues of the sector and related fields, especially large and sensitive issues.
The Deputy Minister also requested the Association to periodically assess its operations to promptly remove difficulties and obstacles; propose good models and solutions to improve the quality of the Association's operations and regularly report to the Ministry of Natural Resources and Environment so that the Ministry can provide guidance and create conditions for the Association to operate better.

At the Congress, representatives of the Institute of Hydrometeorology and Climate Change, the General Department of Hydrometeorology, the Institute of Water Resources Science, the Hanoi University of Natural Resources and Environment, and the Department of Non-Governmental Organizations (under the Ministry of Home Affairs) contributed ideas to develop the Association's work in the new term. The ideas suggested that the Association should proactively implement programs, topics, scientific research projects and participate in international cooperation activities in sectors and fields related to hydrometeorology, meeting practical needs in the context of climate change. At the same time, actively develop the membership network.
After approving the reports for the 2019-2024 term, the Congress elected the Executive Committee of the Vietnam Hydrometeorological Association for the 2024-2029 term with 61 members. The new Executive Committee held its first meeting to elect the Standing Committee; elect the Chairman, Vice Chairman, and General Secretary; elect positions in the Inspection Committee and pass the Resolution of the 1st Congress for the 2024-2029 term.
Accordingly, Professor Tran Thuc was elected by the Executive Committee to continue to hold the position of President of the Vietnam Hydrometeorological Association for the 2024-2029 term. The Vice Presidents of the Association include: Mr. Nguyen Van Thang - concurrently Secretary General of the Association (Institute of Hydrometeorology and Climate Change), Mr. La Duc Dung (General Department of Hydrometeorology) and Mr. Bui Anh Huy (Hanoi University of Natural Resources and Environment).
