Vice Chairman of the Provincial People's Committee Tran Anh Tuan works with Dong Giang district on implementing national target programs

On the afternoon of March 26, Vice Chairman of Quang Nam Provincial People's Committee Tran Anh Tuan and his delegation worked with Dong Giang district to assess the implementation of national target programs (NTPs) in the area.

Overview of the working session with Dong Giang district

According to the report of Dong Giang District People's Committee, the implementation and disbursement of capital for national target programs in 2024, including 2022 and 2023 in the district is nearly 239.5/358 billion VND, reaching 66.83% of the allocated capital. For 2025, more than 80/82.5 billion VND has been allocated, reaching 96.98% of the assigned capital plan. As of March 24, Dong Giang disbursed 7.2/80 billion VND, a rate of 4.86%.

According to the leaders of Dong Giang district, currently 100% of communes and towns have not implemented detailed planning, leading to slow disbursement of investment capital. In addition, compensation, land recovery, and contractor selection have also encountered many difficulties and obstacles. The appraisal of cadastral records, approval of cadastral measurements, and determination of specific land prices according to the 2013 Land Law have expired since August 1, 2024. Therefore, we must wait for competent authorities to issue guiding documents to have a basis for implementation according to the 2024 Land Law as prescribed. Some localities still have the situation of land records being lost or missing the name of the land user, the name of the land user has changed, the land use rights have been transferred not according to regulations, inheritance procedures are not guaranteed, households arbitrarily change the purpose of use, build on agricultural land, increase or decrease in area, so it is difficult to confirm the legal status of the land by the People's Committee of the commune or town, causing delays, taking a lot of time to adjust to meet the conditions for compensation according to regulations.

The Provincial People's Committee committed to supporting localities in removing difficulties, ensuring that the programs are implemented on schedule and achieve the highest efficiency.
