Solidarity, determination, resoluteness, socio-economic development continues

The report presented at the conference and the comments all assessed: In the first quarter of 2025, despite many difficulties and challenges, with the solidarity, proactiveness, creativity, determination and drasticness of the Party Committee, the government, the business community and the people of all ethnic groups in the province, the province's socio-economic situation remained stable and achieved important results: The economy continued to develop, many key indicators increased compared to the same period; state budget revenue was estimated at 12,572 billion VND; mobilization of development investment capital was estimated at 31,909 billion VND; some areas developed strongly; retail sales of goods and services were estimated at 50,609 billion VND, up 12.1% over the same period. Export value was estimated at 1,447.5 million USD, up 16.1%; import value was estimated at 2,574.7 million USD, up 1%. The whole province is estimated to welcome 2.67 million visitors, up 4.8% over the same period; tourism revenue is estimated at VND2,555 billion, up 6.1%. In the first quarter, 1 more district and 14 communes met the new rural standards (NTM), 2 districts and 11 communes met the advanced NTM standards, 8 communes met the model NTM standards. There were 25 more OCOP products (including 1 5-star product), bringing the total number of OCOP products to 631 products.

Science - technology and digital transformation were promoted; the quality of cultural and social activities continued to be improved; social security policies were fully and promptly implemented; people's lives were improved. National defense - security, social order and safety were ensured; traffic accidents decreased compared to the same period in all three criteria of number of cases, number of deaths and number of injuries; the military recruitment target for 2025 was completed. Party building and political system work were strengthened; in the first quarter, the whole province admitted 2,455 new party members. The arrangement of the apparatus of agencies in the political system to be streamlined, strong, efficient, effective and efficient was carried out drastically and promptly in accordance with the direction and guidance of the Central Government.

Point out the shortcomings and limitations

In addition to evaluating, analyzing, and clarifying the achieved results, the report and comments at the conference pointed out the shortcomings and limitations, which are: Some major industrial products have decreased output compared to the same period; the linkage in agricultural production between farmers and enterprises is not yet solid, and production according to the value chain has not met requirements. State budget revenue decreased by 13.8% compared to the same period. The progress of implementing infrastructure investment projects in industrial parks, industrial clusters, cultural projects, and some large and key public investment projects is still slow. The progress of preparing and submitting for approval the 2025 district-level Land Use Plan is slow. Environmental pollution due to production and livestock farming still occurs in some localities and enterprises; mineral exploitation outside the granted location, exploitation beyond the approved capacity, and exploitation without completing all environmental-related procedures still occurs.

Educational management still has limitations and shortcomings; solving the shortage of teachers has not yet met the requirements. The quality of preparing political reports of party cells under the grassroots party committees is still limited, many contents are not close to the political tasks of the unit. The work of developing party members in rural, mountainous areas, enterprises, especially in private enterprises and FDI enterprises is still difficult... The work of self-inspection to detect corruption and negativity within agencies and units has not had many changes. A number of cadres, civil servants and public employees at agencies and units subject to reorganization and streamlining of the organization and apparatus have a wavering mentality, are not positive and proactive in performing their tasks, affecting the quality and effectiveness of consulting and solving the work of the agencies and units.

Opinions also agreed with 10 groups of solutions to implement key tasks in the second quarter, in which it was determined to continue to resolutely, synchronously, creatively and effectively implement the tasks and solutions set out in Resolution No. 18-NQ/TU dated December 5, 2024 of the Provincial Party Executive Committee.

Achieve the highest results of the set goals

In his concluding remarks, Secretary of the Provincial Party Committee Nguyen Doan Anh highly appreciated the opinions expressed at the conference, and affirmed: In the first quarter of 2025, with the spirit of solidarity and unity, the Provincial Party Committee, People's Council, Provincial People's Committee and all levels and sectors have closely followed reality, proactively, creatively, focused on implementing the tasks and solutions set out in all fields with determination, drasticness, synchronousness and effectiveness; together with the active participation of the entire political system, the efforts of the business community and all classes of people, the province's socio-economy continued to develop, national defense and security were ensured, and the work of Party building and the political system achieved positive results. However, there are still some shortcomings that have been reported and pointed out by opinions expressed at the conference. Therefore, the Provincial People's Committee and all levels and sectors need to focus on studying solutions to focus on solving them with specific results.

Regarding the key tasks of the second quarter, Provincial Party Secretary Nguyen Doan Anh requested Party committees at all levels, authorities, the Fatherland Front, organizations, cadres, civil servants and public employees to continue to maintain and promote the spirit of solidarity and unity, uphold responsibility, determination, resoluteness, proactiveness and creativity in leading, directing and organizing the implementation of tasks; focusing on arranging and streamlining the apparatus and staff of administrative units according to the direction and guidance of the Central Government and the province.

The Standing Committee of the Provincial Party Committee, departments, and branches need to focus on leading and directing the implementation resolutely and effectively, proactively resolving difficulties and obstacles, striving to achieve the highest goals and tasks of 2025, especially the province's GRDP growth target of 11% or more in 2025, contributing to achieving the country's GDP growth target of 8% or more.

Continue to remove difficulties, obstacles, and "bottlenecks", focusing on investment and business procedures, land access, site clearance, land allocation, land lease, public asset handling, and human resource quality to promote comprehensive development in all fields. At the same time, urgently complete investment procedures and select contractors to soon start new projects to enhance connectivity and expand development space. Have a plan to synchronously and effectively implement solutions to strongly promote growth drivers, creating a clear change in growth quality. Continue to effectively implement Resolution 57 of the Politburo to develop digital government, digital economy, and digital society.

The Provincial Party Secretary also suggested that it is necessary to accelerate investment progress and complete the synchronous and modern socio-economic infrastructure system. Continue to improve the quality of cultural and social activities. Prepare well the conditions to celebrate major holidays and important events of the country and the province, and in the immediate future, organize the 60th anniversary of Ham Rong victory.

Strengthening management of exploitation, effective and sustainable use of resources, environmental protection. At the conference, the Standing Committee of the Provincial Party Committee gave opinions on the implementation of the tasks of state budget collection and local budget expenditure in the first quarter; key tasks in the second quarter of 2025; the implementation and disbursement of capital for public investment projects in the province in the first quarter of 2025; the situation of investment attraction and progress of implementation of major and key investment projects in the province in the first quarter of 2025.
