(NLDO) - The Ministry of Natural Resources and Environment said that adding water from the Red River to the To Lich River is necessary and urgent, but the solution proposed by Hanoi cannot revive the river.


The Ministry of Natural Resources and Environment (MONRE) has just given its opinion on the investment policy for the construction of an emergency project to supplement water from the Red River to the To Lich River.

Hanoi People's Committee proposes urgent project of 550 billion VND to "revive" To Lich River

According to the Ministry of Natural Resources and Environment, the investment in building a pumping station directly from the Red River using a pressure pipeline system with a flow rate of 3-5m3/s (equivalent to about 260,000-432,000 m3/day) and 3 dams to supplement the flow on the To Lich River with an average velocity of 0.075m/s, maintaining the water level on the river and the water column overflowing the dams is extremely necessary and urgent.

However, with the investment plan as proposed by the Hanoi People's Committee, it is only supplemented by the amount of wastewater collected and brought to the centralized wastewater treatment system, not solving the problem of restoring the flow, reviving the To Lich River, creating landscape, and maintaining the flow.

In case the Prime Minister agrees on the investment policy for construction according to this plan, the Ministry of Natural Resources and Environment believes that it is necessary to review and supplement some contents.

In particular, additional assessment of the risk of landslides and sedimentation in the Red River area at the water intake of the main pumping station is needed to ensure long-term stability of the project and continuous water intake in the condition that the water level of the Red River is increasingly decreasing.

The Ministry of Natural Resources and Environment analyzed that with the direct water intake from the Red River (the Red River water source has a high silt content) there is no solution for preliminary treatment before replenishment, so it is necessary to consider additional research on secondary pollution to the To Lich River, as well as solutions to handle the sedimentation of silt and waste at the 3 dams on the river during operation. It is necessary to consider and supplement the solution for preliminary sedimentation of the Red River water before replenishment to the To Lich River.

In addition, the project of bringing water from the Red River to the To Lich River by a D1200 mm pressure pipeline along Vo Chi Cong Street with a length of about 5.5 km also needs to be studied and have specific solutions to address risks such as damage to underground works during construction; broken and blocked pipes during operation.

In addition, the project is subject to a license to exploit surface water according to regulations. Therefore, the Ministry of Natural Resources and Environment recommends that before constructing a water intake project, a license application file be prepared and submitted to the competent authority for consideration and issuance.

The Ministry of Natural Resources and Environment also assessed that the proposed plan of Hanoi is necessary and urgent at present. However, this is only a temporary solution, not a comprehensive, long-term solution to restore the river, create riverside landscape (maintaining continuous flow on the river, while currently in the dry season, To Lich River basically functions as a wastewater drainage channel).

According to the Ministry of Natural Resources and Environment, the Vietnam Institute of Water Resources (National Key Laboratory of River and Sea Dynamics) is researching a plan to restore and connect the To Lich River, West Lake and the Red River through a system of pumping stations and non-pressure channels.

Accordingly, the proposed plan to restore the To Lich River is also by adding water from the Red River to create flow, landscape and inland waterway traffic on a level V scale.

The Ministry of Natural Resources and Environment believes that this option has the same total investment, operation and construction time (as the proposed option of Hanoi), but the maximum amount of water added can be 18m3/s (equivalent to more than 1.5 million m3/day), with an average speed of 0.3m/s maintaining the water level on the river from over 3.3m to over 3.8m.

This option can meet the goals of water restoration, landscaping, stream maintenance, and compliance with regulations.

With this plan, the Ministry of Natural Resources and Environment said the water intake location is in the upstream area of ​​the Red River rock field, about 1.5 km from Nhat Tan Bridge with a total preliminary investment of about 496 billion VND; annual operating costs of about 25 billion VND.

Chairman of the Hanoi People's Committee Tran Sy Thanh has signed a document to send to Prime Minister Pham Minh Chinh on the investment policy for the construction of an emergency project to add water from the Red River to the To Lich River. The total investment for the project is expected to be about VND550 billion from the city budget. If approved, Hanoi commits to completing the project before September 2025.
