On August 15, a representative of the Ha Tinh Traffic Construction Investment Project Management Board said that the project to renovate and upgrade National Highway 8C in Ha Tinh has a length of 27.7 km with a total investment of nearly VND 1,100 billion, and will start construction in October 2023.
The project to upgrade and expand National Highway 8C through Cam Xuyen district is facing many problems.
However, the construction progress is being affected by hundreds of households that have not yet handed over their land. In addition, the route is still entangled with medium and low voltage power lines and clean water pipes, making the construction of the units extremely difficult.
According to Giao thong Newspaper reporters at the construction site, although the construction atmosphere was quite bustling, at the section from Km 10+300 to Km 11+00 constructed by Joint Stock Company 484, due to site clearance problems, the contractor's construction was extremely difficult and struggling.
Engineer Nguyen Tien Hau - the officer in charge of construction of Joint Stock Company 484, said that since the project started, the unit has mobilized machinery and workers to the construction site. However, the construction section of the unit has encountered difficulties due to houses, water pipes, and the power grid system, so the output has not been as expected.
The location adjacent to National Highway 1A is still cluttered with technical infrastructure such as electricity grid, clean water, and fiber optic cables that have not been relocated.
"If in the future, the investor and local authorities cannot arrange a site for the unit to construct, we will be forced to write a document to withdraw from participation. Machines and workers will have to wait for a long time without work, which will be very costly," said Mr. Hau.
At Km 0 intersection with National Highway 15B (Thien Cam town) to Km 4, the Bien Dong Construction and Consulting Joint Stock Company is constructing. At this time, on the construction site, the contractor has arranged many construction teams and machines to complete the roadbed embankment at the road surface expansion locations before the rainy season.
Mr. Nguyen Viet Ngoc - Commander of Bien Dong Company said: Currently, we are constructing drainage ditches, longitudinal ditches, and expanding roadbeds... Up to now, the output has reached about 30%.
According to Mr. Ngoc, there are still many obstacles in the site clearance, at many locations on the route, the unit has to construct in the form of arranging machinery and construction workers wherever there is site clearance. In addition, at this time in Ha Tinh province, due to many key projects being implemented, the amount of fill soil to serve the project is very scarce.
Many households have not yet handed over their land to the construction unit.
"It is expected that, in addition to the remaining locations, we will try to pave the road surface this year and complete the bridge and drainage system in 2024," said Mr. Ngoc.
Next, at the location Km 4+880 to Km 6+100, the construction by Nam Khanh Construction Company was also obstructed by the power line system and aquaculture ponds of local households, making construction extremely difficult.
Mr. Nguyen Xuan Thanh - Nam Khanh Company said that the unit has completed about 90% of the drainage ditch volume; 4/7 cross-road culverts, and 300m of roadbed embankment.
"We hope that the locality will soon hand over the site so that the construction unit can be more convenient. According to calculations, there are still about 100m of local problems, and 2 fish ponds of households are in the process of being resolved," Mr. Thanh informed.
Due to the scarcity of earth materials, contractors have to build soil storage areas.
Mr. Luong Tien Thanh - an officer of the Ha Tinh Traffic Construction Investment Project Management Board, said that contractors have basically completed the production of precast components (longitudinal drainage ditches, horizontal culverts); filled 14,000/94,483m3 of K95 and K98 soil (14.8%); installed 12,000/17,000m of longitudinal ditches (71%); installed 23/42 horizontal culverts (55%); basically completed the construction of Dun bridge and Gon bridge...
The project is facing major obstacles because the site clearance has not been completed; in addition, the medium and low voltage power line and water pipelines have not been relocated.
"We are coordinating with the locality to soon hand over the site to the construction units. The difficulties and problems regarding compensation and site clearance have been reported, proposed and recommended by the People's Committee of Cam Xuyen district to relevant departments and branches for consideration and direction to resolve," said Mr. Thanh.
According to the leader of Cam Xuyen District People's Committee, the district has completed 100% inventory of households affected by the project. The district is also assigning the People's Committees of communes and towns to focus on determining the origin and time of land use and property use to have a basis for pricing, approving and paying compensation costs to households; reviewing documents and records to establish compensation procedures for essential works and technical infrastructure such as: electricity lines, water lines, telecommunication cables... in accordance with State regulations.
Cam Xuyen district strives to basically hand over 100% of the site to the investor in October.
The project to upgrade and expand National Highway 8C has a total length of 27.7 km, including 2 sections: section 1 is 11 km long from Thien Cam town to National Highway 1 in Cam Xuyen town (Cam Xuyen district) and section 2 is 16.7 km long from the intersection with National Highway 8 in Son Long commune to the intersection with Ho Chi Minh road in Son Trung commune (Huong Son district) invested by Ha Tinh Department of Transport.
The project has a total investment of about 1,076 billion VND, drawn from the central budget (846 billion VND) and Ha Tinh provincial budget (230 billion VND). Of which, the cost of compensation for site clearance and resettlement support is more than 343 billion VND with a total land acquisition area of about 57.94 hectares. The project will be implemented from October 2023 and is expected to be completed in October 2025.
