The Quang Ngai - Hoai Nhon Expressway is 88km long, with a total investment of more than 20.4 trillion VND, passing through Tu Nghia, Nghia Hanh, Mo Duc districts, Duc Pho town (Quang Ngai) and Hoai Nhon town (Binh Dinh). Of which, the section passing through Quang Ngai is about 60.3km, and construction started on January 1, 2023. According to the original plan, the project was to be completed in mid-2026, but during the project inspection in early February 2025, Prime Minister Pham Minh Chinh requested to speed up and complete it by the end of 2025.

At the construction site of tunnel No. 3 in Duc Pho town, General Director of Deo Ca Group Ngo Truong Nam said that in recent days, the weather has been stable, the construction unit has mobilized 1,500 machines, equipment and 3,850 personnel to construct 3 shifts, 4 teams. Particularly for tunnel No. 3, the contractor organized work in the form of changing shifts, constructing 24/24 hours, ensuring to shorten the project's construction progress. "Deo Ca Group is racing against the schedule every day. Any items that can be done at night will be constructed at night, the purpose is to make up for the volume that was previously delayed due to months of rain", said Mr. Ngo Truong Nam.
According to Mr. Nam, currently, the progress of the entire project has reached about 59%; in which, the work of filling the main roadbed has reached more than 95%; drainage works and underpasses on the route have been completed. The construction of crushed stone, cement-reinforced stone foundation structure, and asphalt concrete pavement is being focused on promoting maximum capacity. Production and assembly of traffic safety components on the construction site has reached about 70%. The entire route has about 30km of safety fences built. Regarding the bridge category, 77/77 bridges have completed the construction of piers, 56 bridges are installing girders and constructing the bridge deck. Of which, Song Ve bridge (over 600m long) across the river, connecting Tu Nghia and Mo Duc districts, is the largest bridge on the route with the bridge deck basically completed. As for the 3 mountain tunnels, up to now, tunnels 1 and 2 have completed the construction, and are completing the tunnel lining; tunnel 3 has dug and reinforced 5,400/6,400m and concreted the tunnel lining 2,100m.
Commander of XL01 package (Deo Ca Group) Tran Van Chi said that taking advantage of favorable weather, the unit has increased machinery and equipment to speed up the construction progress. The construction unit has set a determination to complete the entire roadbed in May 2025, complete crushed stone grading in June 2025, cement-reinforced stone foundation structure in July 2025, asphalt concrete pavement in August 2025, complete the traffic safety system in September 2025 and basically complete XL01 package in October 2025. "Accelerating construction will certainly affect people's lives. The unit hopes that the government and people will support this increased construction to ensure the overall progress of the project," said Mr. Tran Van Chi. As for the XL02 package, Commander of the XL02 package (Deo Ca Group) Tran Dai Xuan said that this is the peak stage of construction, the unit has mobilized maximum labor and machinery to speed up the progress, striving to complete the foundation work by May 2025 and complete the package by October 2025.
In early March 2025, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien chaired a meeting with units and localities related to the construction of the Quang Ngai - Hoai Nhon expressway to resolve the recommendations of the investor and contractor regarding a number of locations of land and material mines. Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested localities, departments and branches of the province to focus on resolving the recommendations in March 2025. Specifically, the locations with remaining land and additional areas, the area for building rest stops on the Quang Ngai - Hoai Nhon expressway in Hanh Phuoc commune (Nghia Hanh). Vice Chairman of the Provincial People's Committee Tran Phuoc Hien also requested the investor to direct the contractor to restore the land of roads and canals affected during the construction process; resolve cases of house cracks, affecting people's architectural works due to project construction.

Regarding construction materials, Deputy Director of Project Management Board 2 (Ministry of Construction) Cao Viet Hung informed that the total volume of earth needed to fill the Quang Ngai - Hoai Nhon expressway through Quang Ngai is about 10 million cubic meters; stone is about 2,000 cubic meters; sand is about 741 thousand cubic meters. Up to now, 8.2 million cubic meters of earth has been provided, still lacking about 1.8 million cubic meters; stone materials are also lacking about 1,000 cubic meters; sand alone is basically guaranteed. "Recently, Quang Ngai has provided additional earth and stone quarries, creating conditions for contractors to speed up construction to compensate for the progress, bringing the project to the finish line by the end of 2025," said Mr. Cao Viet Hung.
Mr. Hung added that he has directed contractors to arrange staff to clean and water the roads regularly on roads where vehicles carrying materials pass. At the same time, traffic control plans have been implemented at schools and markets; and construction work at night in areas near residential areas will be limited. Project Management Board 2 hopes that the locality will increase propaganda and mobilize people to agree, creating favorable conditions to speed up the project progress. Regarding the issue of excess material storage, Project Management Board 2 hopes that the locality will create more favorable conditions in granting permits to contractors to ensure smooth construction.

Discussing the resolution of problems related to the site, Director of the Provincial Traffic Construction Investment Project Management Board Ngo Van Dung said that there were a total of 16 locations with problems, but so far 11 locations have been resolved; the remaining 5 locations are still being resolved. The total adjusted and supplemented area of the project is nearly 24 hectares, currently completing the documents and submitting for approval of the compensation plan. Regarding the area for building the rest stop, with about 12 hectares, households have currently handed over 7.49 hectares. "The Management Board is focusing on prioritizing resources to speed up the progress of site clearance of the arising area, contributing to the completion of the Quang Ngai - Hoai Nhon expressway project by the end of 2025", Mr. Ngo Van Dung emphasized.
