On March 28, 1935, the First Congress of the Indochinese Communist Party issued a "Resolution on Self-Defense Forces" and this day became the traditional day of the Militia and Self-Defense Forces. Since its establishment, the Militia and Self-Defense Forces, an important component of the national defense, have always maintained the spirit of "Where there are people, there are Militia and Self-Defense Forces", making great contributions to the two resistance wars against French colonialism and American imperialism and protecting the sacred borders and sovereignty of the Fatherland. In the current period, the Militia and Self-Defense Forces continue to promote their traditions, performing well the following tasks: Protecting political security, social order and safety, being ready to fight in all situations. Participating in the prevention of natural disasters and epidemics, helping people overcome the consequences of natural disasters and epidemics. Building a strong national defense, closely coordinating with other forces in the work of protecting national security. In recognition of these outstanding contributions and achievements, the Party and State have awarded the Ho Chi Minh Medal, a noble reward, to the Vietnam Militia and Self-Defense Force.

Presenting the Ho Chi Minh Medal to the Vietnam Militia and Self-Defense Force and speaking at the ceremony, President Luong Cuong emphasized the need to continue building the militia and self-defense force to meet the requirements of the task of protecting the Fatherland in the new situation. Implement well the policies of the Party and the State on militia and self-defense work, build and promote the role of the militia and self-defense force and the standing militia. Strengthen training, education and equipment for the militia and self-defense force. Research and build a new model of the communal military force to meet the tasks of national defense, military, natural disaster and epidemic prevention. All levels, sectors and localities continue to pay attention to the development of the militia and self-defense force, together with the whole country, firmly entering the era of national development.

On this occasion, Vice Chairman of the Provincial People's Committee Vuong Ngoc Ha awarded Certificates of Merit from the Chairman of the Provincial People's Committee to 3 groups, the Provincial Military Command awarded Certificates of Merit to 4 groups and 10 individuals with outstanding achievements in militia and self-defense work and performing militia and self-defense tasks in the past time.
