Need a proactive creative mindset

(Baoquangngai.vn) - According to the assessment and comments of the Provincial Party Committee, Provincial People's Committee, relevant departments, branches, and the business community, the growth target of 8.5% for Quang Ngai in 2025 is high but still feasible.

However, this goal is considered a big challenge for Quang Ngai in the current period, especially in the context that the province is focusing highly on the work of arranging and streamlining the apparatus in the political system from the province to the grassroots level.

Therefore, the solution to the above problem is that right now Quang Ngai province needs to have a synchronous and flexible development strategy; be determined in implementation, inspection and supervision. In particular, it is necessary to clearly identify growth pillars to prioritize investment resources for development. At the same time, immediately eliminate the thought of worrying about mergers and streamlining the apparatus, which slows down the speed of making decisions to serve development, especially handling administrative procedures for businesses; delays in site clearance and disbursement of public investment capital. Link the growth target with the responsibility of the heads of departments, branches and localities, thereby sharing responsibility in implementing the growth target of 8.5%.

Along with that, there must be a breakthrough in attracting investment, especially attracting FDI into Dung Quat Economic Zone and the province's industrial parks, to create new growth momentum. Proactively review infrastructure, projects that have attracted investment but have not been implemented, ensuring ready land to attract large-scale projects, especially industries that bring high added value, such as new generation petrochemical refining, supporting industries, and logistics.

Prioritize strategic investors that use little land but create a lot of value. Gradually reduce projects that cause pollution and use a lot of simple labor. Issue more flexible incentive mechanisms and policies by industry and region, instead of leveling the playing field as in the past.

Pay special attention and devote special resources to the development of local economic pillars. That is, invest in high-tech agriculture combined with deep processing, with products such as Ly Son garlic, product lines of Quang Ngai Sugar Joint Stock Company, OCOP products, seafood... associated with the value chain.

Attracting businesses to invest in agricultural processing, creating added value instead of exporting raw products. Strongly developing service businesses, tourism, night-time economy in Ly Son, Sa Huynh, My Khe, Quang Ngai City, community tourism in Nghia Hanh and mountainous districts in the province...

Implement public investment with focus and key points, aiming to increase the spread and lead the development of the private economy. Build dynamic urban areas, aiming to create new growth poles outside the city center, town areas, and townships... Along with that, develop local human resources through improving the quality of education, training, and vocational training, attracting intellectuals and scientists to work...

Ready to welcome the wave of FDI shifting from countries in the region, especially in the electronics, medical equipment, auto parts industries, etc. Ensure clean land fund, fast investment process, attractive living environment for highly skilled workers. Do not trade the environment for growth. Strengthen supervision and management of projects with pollution risks. Develop renewable energy (solar power, wind power).

At the same time, it is necessary to make a drastic change in the leadership and management thinking of the Party Committee, the government and the leaders of relevant departments and branches. That is, to shift from the mindset of "asking for help - doing things for others" to "proactively creating". The leader must know how to "choose the right job - the right person - the right time" to carry out the work. Streamlining the apparatus does not mean doing less, but doing it smarter.

These are practical, useful and necessary solutions in the current period, to help Quang Ngai achieve the growth target of 8.5% in 2025.
