Speaking at the opening of the conference, Provincial Party Secretary Le Ngoc Quang asked delegates to promote a sense of responsibility, frankly discuss and clarify the causes of limitations in the first quarter and propose key and breakthrough solutions for the second quarter, especially promoting economic growth, disbursing public investment capital, arranging commune-level administrative units, preparing for the organization of two-level local governments, as well as organizing party congresses at all levels and implementing major policies of the Central Government, especially Resolution No. 57-NQ/TW...

In the first quarter of 2025, the province's socio-economic situation has achieved remarkable results: Estimated GRDP increased by 7.84% over the same period last year; total state budget revenue is estimated at nearly 1,940 billion VND, up nearly 40% over the same period, reaching nearly 30% of the central budget estimate and 28% of the local budget estimate; winter-spring crop production is basically implemented according to plan; forestry production continues to achieve good results; industry develops stably; tourists to Quang Binh are estimated at more than 1 million, up 4.5% over the same period; public health care, education and training continue to receive attention; security and order are ensured; foreign affairs are focused on...

Policies to support the elimination of temporary and dilapidated houses for poor and near-poor households have been strongly implemented and have become a widespread emulation movement throughout the province. As a result, as of March 19, 1,160/1,553 houses have been started, reaching 74.7%.

Regarding Party building, the work of preparing and organizing Party congresses at all levels is being actively and seriously implemented by Party committees and organizations at all levels. Up to now, the whole province has 17 grassroots Party Committees holding model congresses (16 grassroots Party Committees, 1 grassroots Party cell), 38 Party Committees of departments and 2,684 Party cells directly under the grassroots Party Committees have held congresses.

In the first quarter, the entire provincial Party Committee admitted 142 new party members; officially transferred 163 comrades to the Party; awarded Party badges in the third phase of February to 1,220 party members. The fields of inspection, supervision, internal affairs, mass mobilization, activities of the Front and mass organizations continued to be promoted.

Regarding the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee, after the reorganization, the whole province has ended the activities of 6 party delegations, 3 party executive committees, 2 party committees under the Provincial Party Committee; reduced 8 departments, branches, 2 provincial-level public service units, 24 district-level specialized departments and offices, and 28 internal organizations.

At the conference, delegates focused on discussing and analyzing the existing problems and limitations and proposed solutions for the coming time on socio-economic development; Party building; disbursement of public investment capital; education and training; strengthening tourism promotion; progress of some key projects...; at the same time, giving comments on the Project to merge Quang Binh Newspaper with Quang Binh Radio and Television Station.

In his concluding remarks at the conference, Provincial Party Secretary Le Ngoc Quang acknowledged the delegates' discussion opinions; at the same time, he emphasized a number of key tasks on socio-economic development and Party building that need to be carried out in the second quarter of 2025 and the coming time, focusing on a number of issues, such as: Strengthening leadership, directing the synchronous and drastic implementation of tasks and solutions to promote economic growth, ensuring the achievement of the GRDP target of 8% or more; improving the efficiency of disbursement of public investment capital, especially key projects, creating a spillover effect for the economy; accelerating the implementation of key infrastructure projects; developing sustainable agriculture and rural areas and enhancing the capacity to respond to climate change. Improving the quality of the fields of culture, education, health care and social security; Focus on completing the tasks of the 2024-2025 school year, organizing exams well, implementing digital transcripts and promoting counseling and career guidance for students.

Continue to consolidate the national defense posture, grasp the situation, be ready to fight, and ensure absolute safety for political events, especially the 50th anniversary of the Liberation of the South and National Reunification Day. Promote administrative reform, digital transformation, international cooperation and innovation. Effectively carry out the work of arranging and streamlining the political system apparatus, especially merging commune-level administrative units and building a two-level local government organization associated with the provincial merger roadmap.
