On April 1, according to information from Dong Nai Provincial People's Committee, up to now, Nhon Trach District People's Committee has handed over to the investor nearly 45 hectares of land belonging to Component 1A project, Tan Van - Nhon Trach section, phase 1 (Ho Chi Minh City Ring Road 3 project), equivalent to more than 90% of the total land area.
Nhon Trach Bridge connecting Dong Nai and Ho Chi Minh City, one of the main items of the project, is being accelerated.
Thus, there are only nearly 5 hectares of land that have not been recovered for project construction. The reason is that there are still 59 households that have not agreed with the policies on compensation, support, and resettlement.
According to the plan, Nhon Trach district authorities will enforce these cases in April 2024.
The Component 1A Project of Ho Chi Minh City Ring Road 3 is 8.75km long, stretching from Provincial Road 25B (Nhon Trach) to Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The starting point of the project intersects with Provincial Road 25B in Nhon Trach District and the ending point intersects with Ho Chi Minh City - Long Thanh - Dau Giay Expressway (Thu Duc City, Ho Chi Minh City). Of which, the section passing through Dong Nai is 6.3km long.
To implement component project 1A, Nhon Trach district must reclaim more than 49 hectares of land in Long Tan and Phu Thanh communes, affecting 468 households. Of these, 376 households have their land reclaimed and 89 households have assets on the land.
Similarly, for component project 4 of Ho Chi Minh City Ring Road 3 through Dong Nai, the locality also had to reclaim 65 hectares of land but only handed over about 10% of the land area.
Currently, Nhon Trach district, Dong Nai province, has just completed the inventory and approved the first phase of compensation and support plans, so construction is almost at a standstill.
Due to the slow handover of the site, many construction areas of Ring Road 3 were affected.
According to the leader of Nhon Trach district, because the process of counting and compensating land related to land history had to be verified many times; the policy mechanism for compensation, support, and resettlement for people in the project had many changes, requiring consultation with many related functional units, leading to delays.
Regarding Ring Road 3, recently in March, the Chairman of Dong Nai Provincial People's Committee requested Nhon Trach district to speed up site clearance and hand over 100% of the area for project construction before June 30. In particular, the site of component project 1A, Nhon Trach - Tan Van section, must be completed and handed over no later than March 31.
Thus, with this progress milestone, the project site of component 1A is behind schedule and must be postponed to April for completion.
The investment project to build Ho Chi Minh City Ring Road 3 passes through 4 provinces and cities including Ho Chi Minh City, Dong Nai, Binh Duong and Long An.
According to the approval decision, the project has a total length of 89km. Of which, the section through Dong Nai is 11.2km long, starting at Vinh Thanh commune, Nhon Trach district and ending at Nhon Trach bridge, connecting to Thu Duc city (HCMC).
On the route, a 5km expressway will be built connecting component project 1A, Tan Van - Nhon Trach section at the intersection of provincial road 25B, with a scale of 4 lanes and a speed of 100km/h.
