At the working session, the Party Secretaries of Duc Trong, Don Duong and Di Linh districts reported on the results of the implementation of leadership and direction of socio-economic development, ensuring national defense and security, Party building, political system in the first quarter, tasks and solutions in the second quarter of 2025 and plans to arrange and merge the apparatus and administrative units at the commune level in their localities.

In general, in the first quarter of 2025, the socio-economic situation in the districts continued to develop and achieved many important results.

For Duc Trong district, the estimated value of agricultural, forestry and fishery production is 1,430 billion VND, reaching 14.77% of the plan, up 6.74% over the same period; the industry sector is estimated to achieve 1,561 billion VND, reaching 24.66% of the plan; the construction sector is estimated to achieve 1,350 billion VND, reaching 20.78%, up 4.25% over the same period; the trade and service sector is estimated to achieve 2,210 billion VND, reaching 24.65% of the plan, up 10.78% over the same period; the economic growth rate is over 8%; the state budget revenue as of March 18 is over 273.3 billion VND, reaching 19%, equal to 120% over the same period; the disbursed public investment capital is over 22.6 billion VND, reaching 11% of the plan; Estimated budget revenue for the first quarter of 2025 is 331,226 million VND, reaching 24% of the provincial estimate, equal to 115% of the same period.

For Don Duong district, as of March 31, regarding public investment, the capital plan was 298 billion 183 million VND, estimated disbursement was 34 billion 916 million VND, reaching 11.7% of the plan. Total state budget revenue was 107 billion 283 million VND, reaching 45.2% of the estimate. Total local budget revenue was 305 billion 413 million VND, reaching 27% of the estimate.

For Di Linh district, the estimated industrial production value in the first quarter reached VND88,450 billion; an increase of 4.7% over the same period. In 2025, the public investment capital plan in the district is VND336,674 billion, by March 18, VND67 billion had been implemented, reaching 20% ​​of the plan; the estimated disbursement in the first quarter achieved 25% of the plan.

In 2025, the estimated budget revenue assigned to the district by the Provincial People's Committee is 450 billion VND. As of March 18, the budget revenue was 70 billion VND, reaching 15.5% of the estimate; striving to collect 115 billion VND by the end of the first quarter, reaching 23% of the estimate for 2025. The district has directed the establishment of a working group to support the handling of difficulties and urge the progress of budget collection in the area in 2025.

In particular, the Chairman of the Provincial People's Committee noted that the disbursement of public investment capital in localities is too low, especially the target programs that the Department of Ethnic Minorities and Religions is chairing, which are almost undisbursed. This needs to be resolved, and the difficulties must be resolved. Therefore, at today's conference, the Chairmen of the District People's Committees must specifically state the difficulties of each locality to have specific solutions. Besides, what are the bottlenecks of non-budget investment projects? Currently, the province is resolving difficulties for 203 projects, so what are the difficulties in the districts?

The existence of the district-level apparatus must be calculated every day, so we must speed up our work; from small to large tasks, we must achieve the highest efficiency and the best quality. The comrades of the Standing Committee of the District Party Committee must grasp the leadership capacity of the commune leadership team, to measure and arrange the leadership after the district level is abolished and the communes are merged.

He also requested the Standing Committee of the District Party Committee to focus on three key groups of tasks: First, regarding security and order, this is a daily, hourly issue, and must not be subjective. He requested the Military Command of the districts to be proactive and determined not to let the worst situation happen, not to be passive, not to be surprised, and the motto is that the commune protects the commune.

Regarding socio-economic development, it is necessary to determine by June 30, 2025, what percentage of the plan has been achieved in the targets and resolutions set out at the beginning of 2025? And if 50% of the plan is not achieved, the task is considered incomplete. Therefore, from now on, the Standing Committee of the District Party Committee must request communes to report on socio-economic targets weekly; must grasp which communes, departments, and offices have not completed. Comrade Acting Secretary also assigned the Standing Committee of the District Party Committees to grasp which commune leaders, departments, and offices are not working and propose to replace the leaders immediately.

Regarding the plan to merge the apparatus, Comrade Acting Secretary said that the Standing Committee of the District Party Committee does not have enough authority to decide which commune to merge with which commune, but must base on the review and analysis of population, area, potential advantages of each locality... in the most comprehensive and scientific way, from natural characteristics to political system.

To do this, the Standing Committee of the District Party Committee, the Standing Committee of the District Party Committee and the District Party Committee must exchange and discuss together.

This is a historic decision of the Standing Committee of the District Party Committee. Therefore, the Standing Committee of the District Party Committee must calculate and plan the apparatus of the communes, because a streamlined apparatus requires skilled people. After the meeting, it is requested that the Standing Committee members thoroughly grasp this spirit and immediately implement the methods and procedures, must comply with regulations and authority.

The Acting Secretary of the Provincial Party Committee proposed to immediately establish a Steering Committee to reorganize the commune-level apparatus of the districts; in which, the Secretary of the District Party Committee must direct this work. During the implementation process, we should not rush to come up with a plan, but must proactively carry out the tasks. On the other hand, we should not depend on the criteria framework of the Central Government, but must base it on scientific, comprehensive surveys and on practical reality and must protect that.

The Standing Committee must submit a plan for the District Party Committee to discuss and decide on the most optimal plan to submit to the Provincial Party Committee Standing Committee, which is a plan that has been analyzed, evaluated, and selected in a strict, scientific, and democratic manner, and must be responsible for the proposed plan.
