Previously, people in the commune mainly grew rice and corn, so life was very difficult and hard. Since the appearance of the industrial shrimp farming model, people's lives have changed in a positive direction. Many people have not only escaped poverty, but also risen to become big bosses with an income of billions of dong each year."

Among the many households in Dong Rui commune that have prospered thanks to industrial shrimp farming, there is the family of Mr. Pham Xuan Hung, in Ha village. His family has 8 ponds for raising white-leg shrimp, each pond has an area of ​​about 2,000 m2. Each year, raising 2 shrimp crops, each crop lasts 3 months (during the cold winter months, farmers have to "hang up the pond" because the shrimp cannot stand the cold), bringing Mr. Hung's family a profit of up to 400-500 million VND/pond/crop.

Because of the "land that produces gold", over the past 10 years, many businesses have come to Dong Rui commune to survey and request land for industrial shrimp farming projects, including Sao Dai Duong Company Limited. On September 10, 2013, the People's Committee of Quang Ninh province issued Decision No. 2362 to lease nearly 104 hectares in Dong Rui commune to Sao Dai Duong Company Limited to raise industrial shrimp using biotechnology for a period of 20 years, with the project completion date until September 2015. In order for the project to be completed soon, creating jobs and promoting economic development for the locality, just 1 day after issuing the decision to lease the land, the Quang Ninh provincial government handed over the land on the ground to the company.

However, up to now, Sao Dai Duong Company Limited has only invested in infrastructure for industrial shrimp farming using biotechnology in area 2 and put it into operation since September 2017. As for the entire area of ​​area 1, which has an area of ​​43 hectares, the company has left weeds growing wild, over the head of the people, causing local people, especially those who want to expand the area for industrial shrimp farming, to feel heartbroken. They expressed their wish that the Quang Ninh provincial government would soon reclaim this "golden land" and hand it over to another capable unit or lease it to the people.

Early recovery if businesses continue to "hold land"

According to the representative of the Tien Yen district government, Quang Ninh province, after receiving feedback from the people and the Dong Rui commune government about Sao Dai Duong Company Limited "hugging the land" and then abandoning it, from 2017 to 2021, the Tien Yen district People's Committee repeatedly coordinated with relevant authorities of Quang Ninh province to inspect the project's progress and compliance with the provisions of the law on land and construction for this enterprise's industrial shrimp farming project using biotechnology.

The results of the inspections showed that in area 2, the investor basically completed the freshwater reservoir, saltwater reservoir, commercial shrimp pond, nursery pond and put it into production with a total area of ​​about 60 hectares. However, the entire area of ​​about 43 hectares in area 1, Sao Dai Duong Company Limited has not put the land into use, violating point i, clause 1, article 64 of the 2013 Land Law.

On October 7, 2021, Tien Yen District People's Committee issued Document No. 239 requesting Quang Ninh Provincial Government to reclaim the 43-hectare area that Sao Dai Duong One Member Co., Ltd. had abandoned for many years so that the locality could hand it over to potential investors to avoid wasting land resources. While waiting for Quang Ninh Provincial Government to reclaim the land, on February 16, 2022, Tien Yen District People's Committee worked with Sao Dai Duong One Member Co., Ltd. to persuade them to return the 43 hectares of abandoned project land. However, the company refused to return it.

At the end of May 2023, the People's Committee of Quang Ninh province requested the Ministry of Natural Resources and Environment and the General Department of Land Administration to post on the electronic information portal information about 19 projects that were allocated land in the area but abandoned without violating land law regulations, including the industrial shrimp farming project using biotechnology of Sao Dai Duong Company Limited in Dong Rui commune, Tien Yen district. This is considered a move to expand public opinion by the Quang Ninh provincial government before proceeding to reclaim the abandoned area of ​​this project.
