(NLDO) – The "scandalous" trillion-dollar road project in Dak Lak continues to be extended by the Ministry of Transport for the second time at the request of the investor.
The Department of Construction Investment Management - Ministry of Transport (MOT) has just issued a document on the policy of adjusting the contract implementation time of construction packages of the Ho Chi Minh Road project, the eastern bypass section of Buon Ma Thuot City, Dak Lak Province.

Previously, the investor, the Dak Lak Province Traffic Construction and Rural Development Project Management Board (hereinafter referred to as the Project Management Board), sent a document to the Department of Construction Investment Management (DIC) regarding the adjustment of the contract implementation time for the construction packages of the Ho Chi Minh Road project, the eastern bypass section of Buon Ma Thuot City.
In order to carry out the tasks assigned by the Ministry of Transport, the Department of Construction Management has agreed to adjust the progress of contract implementation of the packages as recommended by the Project Management Board. Specifically, the entire project must be completed before June 30 and the procedures for handing over the project for use must be completed before December 31, 2025.
Some road sections have alarming construction quality.
The Department of Construction Management requests the Project Management Board to carry out procedures for extension and re-establish the construction schedule to ensure completion according to the committed schedule. Check, review, and specifically identify objective and subjective causes (if any) that delay the progress, and handle the following contents in compliance with the provisions of the signed contract and legal regulations. Previously, at the end of November 2024, the Department of Construction Management inspected the actual project and determined that in addition to the slow site clearance work, there was also a subjective error on the part of the parties involved, leading to the project being difficult to complete (for the area where the site had been handed over) before December 31, 2024 as the extended schedule. In addition, although under construction, on the section Km9+450 - Km9+900, there were some locations with damaged and peeling road surfaces.
The first section of the route is being pushed into a residential area where site clearance has not been completed.
In addition to requesting inspection of construction quality, the Department of Construction Management requested the Ministry of Transport to request the Project Management Board to make contractors commit to meeting the completion schedule before December 31, 2024. In case the contractor still does not make positive changes to compensate for the delayed progress, the Project Management Board will resolutely handle the violating contractor based on the regulations.
As reported by Nguoi Lao Dong Newspaper, the 39.61km project was decided to be invested by the Minister of Transport and the Dak Lak Provincial Project Management Board was the investor. The project had an initial total investment of more than VND 1,500 billion, but after capital increase, it increased to more than VND 1,840 billion, and was expected to be completed in 2023. Due to slow progress, the project was extended to be completed in 2024, but continued to be behind schedule, so it had to be extended as above.
This is a "scandalous" project due to delays, cost overruns, rerouting into residential areas, and alarming construction quality. Notably, in addition to Thuan An Group, two project construction business owners and two former leaders of the Project Management Board were temporarily detained for bribery.
