Ngoc Lac district has a plan for site clearance for 12 projects, with an area of ​​42.39 hectares. In the past, the Party Committees and authorities of communes and towns have actively implemented site clearance work with an area of ​​8.28 hectares, reaching 20%. According to the report of Ngoc Lac district People's Committee, in the process of implementing public investment capital disbursement and site clearance, there are still shortcomings and limitations, such as: investment preparation work in some projects is still slow; contractor selection is prolonged; acceptance work is not regular; accounting documents and project capital disbursement are still incorrect... Some projects are facing difficulties in site clearance work, such as: Ho Thanh Nien residential area project; Cao Nguyen residential area project; Minh Tien industrial cluster project; traffic connection road project from Ho Chi Minh road to the animal feed factory in Xuan Thien Thanh Hoa 1 high-tech animal feed production complex; Ngoc Lac urban infrastructure improvement project...

To remove difficulties and overcome shortcomings and limitations to focus on site clearance and public investment, Secretary of the District Party Committee Pham Tien Dung said: The Standing Committee of the District Party Committee has directed the District People's Committee to lead functional departments and contractors to speed up the implementation of projects that have started, resolve difficulties to disburse investment capital according to regulations; resolutely implement assigned targets, ensure compliance with principles and responsibilities. For medium-term public investment projects, the District People's Committee has made plans to resolve difficulties and obstacles, propose policies, and report to the Standing Committee of the District Party Committee for direction. The project management board has re-established a schedule on project implementation progress, reporting on the progress of each bid package of each project. The Standing Committee of the District Party Committee has also directed the District People's Committee to work with each construction and construction consulting unit to commit to implementation progress and disbursement progress.

In order to attract investment and promote business development, Ngoc Lac district has focused on promoting activities to promote the potential and advantages of the locality to promote, attract and invite investors. Strengthening the reform of administrative procedures, providing maximum support to enterprises in implementing investment procedures, site clearance, etc. Focusing on investing in building infrastructure, focusing on transport infrastructure to serve production and business activities. Along with attracting enterprises that can provide a lot of labor such as garment and leather shoes, the district especially prioritizes attracting the development of industrial production projects, high-tech livestock and crop farming, and processing of agricultural and forestry products.

Up to now, the district has planned industrial clusters of Phuc Thinh, Minh Tien, Ngoc Son, Ngoc Trung, Cao Loc Thinh. At the same time, it has called for investment promotion to build infrastructure for industrial clusters to attract businesses and production facilities. It has currently attracted 3 direct investment projects: Minh Son toy, garment and leather shoe production project; Ngoc Lac export footwear production and processing factory project in Quang Trung commune; and projects of Xuan Thien Group.

To promote the effective implementation of site clearance and public investment, based on the assigned functions and tasks, the District People's Committee has assigned the Department of Infrastructure and Urban Economy to minimize the time for appraising the feasibility study report, promptly carry out the inspection and acceptance of completed works and hand them over for use immediately after the investor requests. The Department of Agriculture and Environment speeds up the progress of establishing and appraising land use planning and land use plans; promptly resolves problems in site clearance, procedures and records for converting land use purposes, and procedures for approving project waste disposal locations. Based on the investment policy plan, the district compensation, support and resettlement council coordinates with the Vietnam Fatherland Front and socio-political organizations, People's Committees of communes, towns and related units to unify the compensation and support plan according to the decisions approved by the District People's Committee...
