An Giang standardizes rice cultivation process

- In order to build and standardize the local rice cultivation process, the Provincial People's Committee has issued a Cultivation Program to serve the Project "Building and developing the rice brand of An Giang province to 2025 and vision to 2030" as a basis for implementation in the coming time.

As the second largest province in the Mekong Delta in terms of rice output, with about 4 million tons/year, An Giang has affirmed its role in the goal of ensuring national food security. At the same time, the province also exports 500,000 - 550,000 tons of rice each year, contributing to socio-economic development (SEDP) and improving people's lives. However, the synchronization of quality standards is still limited, the amount of domestically consumed and exported rice packaged with a brand is still small. Therefore, it is necessary to have a reasonable cultivation program, ensuring technical export standards to serve the Project "Building and developing the An Giang province rice brand to 2025 and vision to 2030" (referred to as the Project).

The rice cultivation program will be applied to raw material areas participating in the Project, meeting the standards of the domestic and export markets. Thereby, increasing the competitiveness of rice products in the market, enhancing the value of An Giang rice grains, contributing to restructuring the agricultural sector, increasing the income of people and businesses, as well as developing the local socio-economic situation. Specifically, the cultivation program serving the Project will apply the technical process - SRP 90-point standard as the floor score, referring to Decree 103/2020/ND-CP of the Government regulating the certification of fragrant rice varieties exported to the European Union and the technical process of producing high-quality and low-emission rice in the Mekong Delta. At the same time, maintaining and developing the seed production network from original seeds to certified seeds associated with production enterprises, prioritizing production linkage models associated with consumption.

Need to standardize rice cultivation process in An Giang

After developing the process, the agricultural sector will coordinate with localities to determine the rice varieties selected for cultivation, conduct sowing and provide technical guidance to farmers, cooperatives (HTX), and cooperative groups (THT) participating in the Project. During the production process, depending on actual conditions, the enterprise will coordinate with the enterprise to invite specialized agencies to the raw material area to assess the level of standard compliance. Along with that, implement support policies for enterprises, cooperatives, THT, and farmers to participate in production - consumption linkage according to market standards. Support and create favorable conditions for enterprises and farmers to participate in investment, contribute capital to cooperatives to produce and trade rice together, improving the efficiency of the Project. Create conditions for enterprises producing and trading rice to invest, link production - consumption in An Giang to enjoy policies to encourage enterprises to invest in agriculture and rural areas according to the provisions of Decree 57/2018/ND-CP of the Government.

At the same time, organize inspection and supervision of production implementation according to the cultivation process in the raw material areas participating in the Project. After receiving the results of the specialized agency evaluating the rice products meeting the standards and the An Giang rice certification label, the Department of Agriculture and Environment (DARD) will coordinate with relevant departments and branches to review and advise the Provincial People's Committee to announce the quality of rice to serve as a basis for organizations and enterprises participating in the Project to develop products.

In order for the Cultivation Program to serve the Project to be implemented quickly and effectively, the Provincial People's Committee requested the Department of Agriculture and Environment to develop a plan to implement related contents. In particular, it is necessary to pay attention to supporting investment and training in cultivation processes for farmers, cooperatives, cooperative groups and enterprises participating in developing the An Giang rice brand. Organizing working groups to inspect and supervise the implementation of the cultivation processes deployed in the raw material areas participating in the Project. Regularly review and update technical advances and regulations on standards to supplement and deploy to farmers participating in the Project, ensuring the quality of rice meets the requirements of enterprises...

With the Department of Industry and Trade, it will coordinate to join the working group to inspect and supervise the implementation of the cultivation process deployed in the raw material areas participating in the Project. Coordinate with the Department of Agriculture and Environment to invite businesses to participate in building and developing the An Giang rice brand; support the application of solutions to improve the quality of rice products and activities to announce the quality of rice bearing the An Giang brand...

At the same time, the Provincial People's Committee also requested the Department of Science and Technology, the Department of Finance, the Provincial Farmers' Association, the Provincial Cooperative Union... and the People's Committees of districts, towns and cities in the province, depending on their assigned functions and tasks, to actively participate in implementing the cultivation program to serve the Project for cooperatives, cooperative groups and farmers, contributing to building and developing the An Giang province rice brand, aiming to conquer domestic and foreign markets.
