Which locality has the highest 2023 innovation index in the country?

On the afternoon of March 12, the Ministry of Science and Technology announced the results of the Provincial Innovation Index (PII) in 2023.

Among the 10 localities with the highest PII index in the country, Hanoi ranked first with 62.86 points, Ho Chi Minh City ranked second with 55.85 points, and Hai Phong ranked third with 52.32 points.

The next localities in the top are Da Nang, Can Tho, Bac Ninh, Ba Ria - Vung Tau, Binh Duong, Quang Ninh, Thai Nguyen.

The pillar (sub-index) in which Hanoi is rated highest is Market Development Level (77.81), along with other pillars such as Institutions; Human Capital and Research and Development; Infrastructure; Enterprise Development Level; Knowledge, Innovation and Technology Products. Hanoi leads 14 indicators in the evaluated indicators.

The local innovation index is built to provide an overall measure of the current status of the socio-economic development model based on science, technology and innovation of each locality.

PII also provides the basis and evidence on the strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality.

According to the Ministry of Science and Technology, the main purpose of the index is not to compare but to quantify and describe the current situation of each locality. From there, localities will grasp their strengths and weaknesses, creating motivation to develop socio-economic development policies based on science, technology and innovation.

The PII assessment index is also useful reference information about the local investment environment, helping investors and businesses make appropriate decisions.

The index was developed with technical support from the World Intellectual Property Organization WIPO, based on research and experience in developing existing local indexes in the country (National Competitiveness Index PCI, Administrative Reform Index PAR, Digital Transformation Index DTI...).

In the world, only a few countries have built local innovation indexes such as China, India, Columbia, the US... Of which, India and Columbia are based on the WIPO's global innovation index GII.

For Vietnam, referring to international experience, the Ministry of Science and Technology has built a set of local-level indicators following 10 steps as guided by the Organization for Economic Cooperation and Development OECD, to produce a set of comprehensive indicators, suitable to the practical context and characteristics of localities in Vietnam.

In addition to the design phase of the index framework and component indicators with the participation of technical advisors from WIPO, the PII development process also involved coordination and experience sharing with ministries and agencies that have successfully developed other local-level indicators.

In particular, the index was then evaluated by independent international experts appointed by WIPO. The results showed that the index framework and its component indicators were appropriately designed, reflected the current state of the subject, and that the index was robust enough to draw useful conclusions.
