By 2030, build Bac Giang urban area to become a type I urban area.
According to approval, the planning scope includes the entire natural area of Bac Giang city and the existing Yen Dung district (Bac Giang urban area). The planning area is approximately: 25,830 ha. Of which, Bac Giang city: 6,656 ha; Yen Dung district: 19,174 ha.
The planning objective is to concretize the strategic orientations of the Bac Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050 and related specialized planning to build and develop Bac Giang urban area into a central urban area, an important gateway to the Northeast of the Hanoi Capital region.
By 2030, basically complete the arrangement of district and commune-level administrative units in Bac Giang province in accordance with the Master Plan of administrative units according to Resolution No. 37-NQ/TW dated December 24, 2018 of the Politburo on the arrangement of district and commune-level administrative units; strive to build Bac Giang urban area into a type I urban area (including merging the entire administrative boundary of Yen Dung district into Bac Giang city).
According to the planning task, by 2030, Bac Giang urban population will be about 472,000 people. Of which, the inner-city population will be about 365,200 people, accounting for 77% of the total population; by 2045, Bac Giang urban population will be about 666,000 people. Of which, the inner-city population of Bac Giang urban area will be about 565,000 people, accounting for 85% of the total population.
Bac Giang urban area is the central urban area in the Northeast of the Hanoi Capital region.
The Decision also clearly states the general planning nature of Bac Giang urban area as the central urban area in the Northeast of the Hanoi Capital region, the import-export gateway, the logistics - transit center of goods of the Hanoi Capital region, the delta region with Huu Nghi international border gate (Lang Son); an important business - trade hub of the Region with the Northeast provinces of the Northern midland and mountainous region.
Bac Giang urban planning is a type I urban area (city directly under the province), the administrative - political - economic, cultural - social and scientific and technical center of Bac Giang province; is a green and smart urban area, the development center of the key economic region (Southwest region of the province) with the main development driving force being industry, services, urban, high-tech agriculture, tourism - resort, with strong spreading power, attracting the development of other regions in the province.
Focus on exploiting strategic location advantages
One of the key requirements for studying Bac Giang urban planning is to focus on exploiting the advantages of its strategic location: It is a gateway city, the center of the Northeast of the Hanoi Capital Region, adjacent to the Northern key economic region and located on many diverse, convenient and important foreign traffic routes. Therefore, from an area that is easily connected to major centers in the Region, this will be a favorable condition for the city to accelerate its socio-economic development.
Promote the advantages of industrial development with high-value manufacturing industries and regional industrial support services, promote strong urban economic growth and increase the attraction of experts and workers to live and work in Bac Giang urban area. Develop regional functions with strong spillover effects, attract the development of other regions in the province, and at the same time share functions in the Hanoi Capital region.
Exploiting the advantages of natural conditions, culture and rich landscapes: A system of unique historical, cultural, architectural and artistic relics, many natural landscapes such as: Thuong River, mountainous areas surrounding Bac Giang city (Nham Bien mountain range (Dong Son), Quang Phuc hill system (Song Mai)), developing various types of tourism services, tourist transit points to major tourist areas inside and outside the province.
Focus on researching functions to improve the livability of Bac Giang urban area, on the basis of developing basic services such as: health care, education, entertainment, sports and quality housing.
Modern, attractive and unique urban design
Regarding the orientation of urban space development, the urban development orientation to 2030 focuses on redeveloping, embellishing, supplementing social infrastructure, technical infrastructure, open space in the existing city area and towns (Yen Dung district), communes expected to become wards to concentrate resources on investing in urban development and expansion in the future, meeting the criteria of a type I urban area.
Orientation for urban development in Bac Giang until 2045, continue to develop the urban area towards the South and East, including new synchronous urban areas, industrial parks, small-scale industry, workers' housing areas combined with production to create unique urban features, high-tech agricultural areas, green areas for entertainment and tourism services.
Modern, attractive, and unique urban design, based on the natural landscape and ecology, especially the landscape of Nham Bien mountain range and the landscape along both sides of Thuong River and Cau River... must be effectively exploited.
Urban design is suitable for cultural and social conditions, including upgrading, renovating and exploiting existing urban areas; enhancing the ability to exchange and create the attractiveness of tourist cities through a system of public spaces, squares and natural landscape spaces.
