(Dan Tri) - The Government's plan to streamline the organizational apparatus proposes to rearrange two Academies of Science, transferring Hanoi National University and Ho Chi Minh City National University to the Ministry of Education and Training to ensure efficiency.

Specifically, according to Plan No. 04-KH/BCĐ dated November 13 of the Central Steering Committee, for the 2 Academies:
Option 1: merge the Academy of Social Sciences with the Academy of Science and Technology into the Vietnam Academy of Science.
Option 2: maintain 2 Academies but streamline the organization and staffing, ensure improvement of quality and efficiency of operations, and meet the requirements of the Vietnam Science and Technology Development Strategy.
For the two National Universities, it is proposed to transfer Hanoi National University and Ho Chi Minh City National University to the Ministry of Education and Training for management.

According to regulations, regional universities or academies and universities are appointed to management positions by the Ministry of Education and Training or the Ministry or sector that manages them.
Meanwhile, the two national universities are operating under an autonomous mechanism, working directly with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities on issues related to university operations and development.
The two national universities are operating under a special mechanism, with targets and plans assigned by the Government. The Directors, Vice Directors and Chairman of the University Council are appointed and dismissed by the Prime Minister.
According to the structure, Hanoi National University currently has 9 member universities, 3 schools and 1 affiliated faculty. Along with that are 6 research institutes, centers, 15 service units, 8 other units.

Member schools of Vietnam National University, Hanoi include: University of Natural Sciences (VNU-HUS); University of Social Sciences and Humanities (VNU-USSH); University of Foreign Languages (VNU-ULIS); University of Technology (VNU-UET); University of Economics (VNU-UEB); University of Education (VNU-UED); Vietnam-Japan University (VNU-VJU); University of Medicine and Pharmacy (VNU-UMP); University of Law (VNU-UL).
The faculties and training centers under Hanoi National University include: International School; School of Business Administration; School of Interdisciplinary Sciences and Arts; International Francophone Faculty; Center for Physical Education and Sports; Center for National Defense and Security Education.
There are 6 member and affiliated scientific research institutes including: Institute of Information Technology; Institute of Microbiology and Biotechnology; Institute of Vietnamese Studies and Development Science; Institute of Natural Resources and Environment; Tran Nhan Tong Institute.
Ho Chi Minh City National University currently has 10 training facilities including 8 member universities (University of Science, University of Natural Sciences, University of Social Sciences and Humanities, University of Information Technology, International University, University of Economics and Law, An Giang University and University of Health Sciences), Institute of Environment and Resources, Ho Chi Minh City National University Branch in Ben Tre province.
