Research on funding university training for semiconductor industry
The Ho Chi Minh City People's Committee has just issued a plan to implement the Vietnam Semiconductor Industry Development Strategy to 2030, with a vision to 2050, aiming to turn the city into a leading regional and international semiconductor industry center.
According to the plan by 2030, Ho Chi Minh City will train at least 9,000 human resources with university degrees or higher to serve the semiconductor industry.
To do this, Ho Chi Minh City will research, develop and implement policies to support funding for undergraduate and postgraduate talent training programs in fields related to the semiconductor industry and core digital technology for higher education institutions, and scholarships and preferential policies for learners and teachers of these programs from local budget capital.
In addition, to train and develop human resources, Ho Chi Minh City will build high-quality human resource training programs from university to postgraduate level, serving the development of the semiconductor industry and core digital technology in accordance with the needs of businesses.
The city will develop specialized, specialized, and advanced training courses to improve the skills of human resources in the semiconductor and microchip industries to reach advanced levels in the world. Apply information technology to deploy online or hybrid courses to attract learners.
In particular, Ho Chi Minh City will study the establishment of a 5 million USD microchip design human resource development fund to serve the training and improvement of skills for students in semiconductor technology and core digital technology.
In the plan, local higher education institutions such as Ho Chi Minh City National University, University of Technical Education, Ho Chi Minh City University of Industry and Saigon University will play an important role in developing training programs and international cooperation, closely meeting the needs of businesses.

Forming an international standard research and development center
In addition to human resources preparation, Ho Chi Minh City sets out a number of other important tasks in the plan, including developing infrastructure, facilities, attracting investment, promoting research and development (R&D) and international cooperation, developing a startup and innovation ecosystem, etc.
Some specific contents: Ho Chi Minh City will form at least one international standard research and development (R&D) center, along with a strong innovation ecosystem, attracting investment from large technology corporations in the world.

Ho Chi Minh City will invest heavily in building a national shared laboratory at Ho Chi Minh City National University and developing a high-performance computing center at Quang Trung Software Park (QTSC).
To attract investment, Ho Chi Minh City will implement specific policies such as corporate income tax and personal income tax exemptions for experts and strategic investors and interest rate support for priority investment projects.
Ho Chi Minh City also committed to organizing at least two annual competitions and awards to encourage innovation in the semiconductor industry.
