One of the notable points in this draft is the regulation on continuous updating of medical knowledge and scopes of practice for different practitioners.

The Ministry of Health proposes not to discriminate between technical expertise levels in medical examination and treatment facilities.

The draft clearly stipulates that medical practitioners need to participate in continuous medical knowledge updating with a minimum requirement of 120 credit hours in 5 consecutive years.

This is a measure to ensure that medical professionals are always updated and grasp new methods and techniques, improve their professional qualifications, thereby ensuring the quality of care and treatment for patients.

Forms of updating knowledge include participation in short-term training courses, conferences, medical seminars, participation in compiling teaching materials, scientific research, teaching, self-study, and other methods. This conversion will help synthesize and determine the correct time needed for updating medical knowledge.

The draft also amends and supplements regulations on the scope of practice of doctors, physicians and other medical staff. The scope of practice of each individual must be consistent with the diploma, professional certificate, practical skills and field of expertise in which the person registers to practice.

Specifically, medical doctors perform all professional techniques of doctors, including medical examination, treatment, prescribing paraclinical methods, prescribing drugs and providing health consultation.

Physicians: Like physicians, physicians can practice within the scope of their specialty, but there may be certain restrictions on certain highly specialized techniques.

Nursing, midwifery, medical technicians: The scope of practice of these titles is specifically regulated in the appendices of the Circular. This helps ensure a clear distinction between medical specialties, thereby not disrupting the quality of patient care services.

Traditional medicine practitioners and traditional medicine methods: For practitioners with traditional medicine methods, medical examination and treatment must be performed according to the correct procedures, and traditional medicine recipes must be certified by competent authorities. However, they are not allowed to prescribe chemical drugs or use modern medical methods in the treatment process.

The draft Circular adds regulations on the scope of practice for a number of medical groups, including obstetricians and pediatricians and pediatric dentists: The scope of their practice is clearly defined, including techniques and treatment methods appropriate to each field.

Clinical psychologist title: Practitioners with this title may provide psychological care, assess mental disorders, and implement psychological interventions in health care settings.

The Ministry of Health also proposed not to discriminate between technical expertise levels in medical examination and treatment facilities. This would help create a uniform environment and ease the application of regulations on practice, while supporting medical facilities in disadvantaged areas in providing quality health care services.

The amendment and supplementation of Circular No. 32/2023/TT-BYT is an important step forward in improving the quality of medical services in Vietnam. Regulations on continuous updating of medical knowledge and scope of practice will help ensure that practitioners are always aware of the latest advances in medicine, while maintaining and improving the quality of medical examination and treatment.

Through this amendment, the Ministry of Health also aims to build a fair and effective medical environment, protect the rights of patients, and create professional development opportunities for medical staff at all levels.

According to statistics from the Vietnamese Ministry of Health, in the period 2016-2020, the number of medical staff in Vietnam increased by 2%. By 2024, the ratio of doctors to population will reach 14 doctors/10,000 people, exceeding the set target.

Although the number of health workers has increased, the focus is still on improving their qualifications. According to the Ministry of Health's roadmap, from now until 2025, localities must complete upgrading the standards of health workers from intermediate to college level.

To meet the increasing health care needs of the people, the Ministry of Health continues to aim to perfect the policy system and improve the quality of medical examination and treatment by 2025.
