Construction has stopped
The Dong Hoi City Central Railway Road and Overpass Project was approved for investment by the People's Committee of Quang Binh province in Decision 4292/QD-UBND dated December 24, 2021. The project has a total investment of 160 billion VND, with the Department of Transport of Quang Binh province (now the Department of Construction after the merger) as the investor, and the Quang Binh Provincial Traffic Construction Investment Project Management Board as the investor representative.
The project consists of two construction packages, the bridge part of package 13 with a price of 85.5 billion VND was won by the joint venture of Tien Thanh Construction Company Limited (main joint venture), Quang Binh II General Construction Joint Stock Company, and 568 Construction Investment Company Limited with a bid price of 85.4 billion VND; and the road part of package 14 with a price of 13.7 billion VND was won by Viet Tien Construction Company Limited with a bid price of 13.4 billion VND.
The project has a total length of 1.15 km for the entire route and bridge; connecting Ha Van Quan - Ton That Tung (Nam Ly ward) with Nguyen Cong Hoan - Phan Dinh Phung (Bac Ly ward).
This project is of great significance in regulating traffic in Dong Hoi City, reducing congestion, especially at intersections between roads and railways; creating favorable conditions for people and contributing to promoting socio-economic development of the region.
According to the contract, the bridge construction package will start in October 2022, with an expected completion time of 36 months. However, after more than 2 and a half years, the project has only completed the construction of M2 abutments and T1 pier, T2 pier base, casting 38/45 girder slabs, with a total implementation value of about 29.8 billion VND.
At the current project site, workers are no longer working, weeds are growing wildly, and the iron bars of the construction components are rusted.
Land encumbrance
According to the People's Committee of Dong Hoi City, within the scope of land clearance for the Project, there are 96 affected cases (mainly in Bac Ly Ward). Accordingly, many households have not been able to clear the land because the land acquisition scope of the Project overlaps with another project, the ARCD Project - Nam Ly - Trung Truong route.
In addition, the Land Law (amended) which will take effect from August 1, 2024 and the accompanying guiding documents have not been issued immediately, so many previous problems cannot be resolved. In addition, the resettlement of households in the project is also facing difficulties due to differences in people's needs and lack of consensus among relevant parties. This has caused many households to disagree with the relocation plan, leading to delays in construction implementation.
Speaking to reporters, Mr. Nguyen Thang Long, Vice Chairman of Dong Hoi City People's Committee, informed: "Previously, these households were compensated, but there was no specific area and size, so we did not know the extent of the land acquisition at that time. Currently, new regulations guiding the Land Law (amended) are available, the City People's Committee has assigned Bac Ly Ward to handle this issue. Professionals are working on it, and it is expected that within the next 2 weeks, the measurement will be completed."
A representative of the Quang Binh Province Traffic Construction Investment Project Management Board said: “The previous ‘too difficult’ problems have affected the site clearance work and slowed down the progress of the Project. Currently, there are guiding documents available, which will contribute to gradually removing and resolving the difficulties and problems for the Project so that construction can continue in the future.”
