Specifically, in the draft regulations on organizing the 10th grade entrance exam, the Ho Chi Minh City Department of Education and Training said that the choice of the third exam subject will be decided by educational institutions, but must be announced before March 31 every year. Accordingly, the third exam subject should be carefully selected to avoid putting unnecessary pressure on students.
The Ho Chi Minh City Department of Education and Training stated: "The decision on the third subject in the 10th grade exam must ensure that it does not affect psychological issues, the review process and the choice of subjects at the high school level of students."
According to the Ho Chi Minh City Department of Education and Training, the current education program has set out compulsory subjects for high school, including literature, mathematics, foreign languages, physical education, national defense and security education, and history. Foreign languages are the only subject that students must study from grade 3 to grade 12. Other subjects are flexible in choice according to the needs and orientation of each student.
This leads to the fact that randomly selecting subjects other than math and literature can make students face subjects that are not in their career orientation, causing psychological "shock" and stress before the exam. As assessed by the Department of Education and Training, keeping English as the third exam subject will be in line with the career orientation goals of all students, while also meeting the needs of international integration.
In addition to keeping the English exam, the Ho Chi Minh City Department of Education and Training also proposed that the Ministry of Education and Training give autonomy to the Departments of Education and Training in organizing the exam. Specifically, in the draft regulations on announcing benchmark scores, the Department of Education and Training proposed that each locality should be allowed to decide when to announce benchmark scores based on its own admission characteristics.
The goal of this is to help localities proactively adjust their enrollment plans, avoiding the situation of students being admitted to many schools at the same time, thereby creating better conditions for high schools to prepare facilities and personnel for the new school year.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31, 2024.
