On November 21, the National Assembly spent the whole day discussing in the hall the work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control; enforcement of judgments; and corruption prevention and control in 2023.
Concerns about the situation of judicial officials quitting their jobs
Presenting her opinion in the discussion, delegate Nguyen Thi Ngoc Xuan (Binh Duong delegation) highly agreed with the reports of the judicial sector and the inspection report of the Judicial Committee.
Proposing solutions to address the difficulties of the judiciary, delegate Nguyen Thi Ngoc Xuan commented that the 5 recommendations of the Procuracy and 5 difficulties of the People's Court in report No. 110 should be considered by the National Assembly to be included in the resolution of the 6th session for implementation by relevant agencies.
Regarding the difficulties of the industry, the delegate stated that the reports of the People's Court and the Procuracy both mentioned difficulties in terms of staffing and finances that have not been properly arranged, and that industry officials face a lot of pressure and have not yet met the conditions to perform their duties.
Therefore, delegate Xuan is most concerned about the current status of staffing and the demand for positions and jobs (including judicial positions and administrative, information technology, and digital data management positions in the entire industry).

Ms. Xuan also wondered about the situation of judicial officials quitting their jobs and the reason why the State budget mechanism ensures a payroll in each judicial sector and ensures the actual operation of the sector according to the law.
Therefore, the delegate suggested that it is necessary to specify more clearly the content of the local State budget to ensure the level and how to support judicial agencies at the same level to operate effectively.
In addition, the female delegate also recommended that if there is no solution to fully arrange staff for the judicial sector at all levels, there needs to be a financial mechanism to ensure that the People's Court and the People's Procuracy at all levels hire human resources and services to meet current task requirements.
Delegate Nguyen Thi Ngoc Xuan recommended that the Government and the National Assembly need to have reasonable mechanisms and policies for judicial agencies and appropriate remuneration for officials and civil servants in the judicial sector in accordance with the quantity, nature of work, and development area.
According to the delegate, this is a concrete direction to realize the spirit expressed in Resolution No. 27 of the Party Central Committee, which is to develop a sufficient number of judicial human resources, ensure quality, have a reasonable structure, innovate policies, salary regimes, appointment terms and mechanisms to ensure that the team of judicial staff can work with integrity, impartiality, professionalism, and meet the requirements and tasks in the new situation, especially for the team of judges.
So that officials and civil servants can live on their salaries
Delegate Bo Thi Xuan Linh (Binh Thuan delegation) said that the fight against corruption and negativity is a very necessary and inevitable task, an irreversible trend.
According to the delegate, in 2023, the work of preventing and combating corruption and negativity has been promoted, with no forbidden areas or exceptions, achieving many very important and clear results.
Delegate Bo Thi Xuan Linh stated in the report of the Government, the Presidium of the Central Committee of the Vietnam Fatherland Front, ministries, branches and localities have conducted 18,000 inspections at 156,708 agencies, organizations and units.
Thereby, conducting over 15,000 inspections of the implementation of regimes, norms and standards, detecting 900 violations, 1,400 violators and recommending the recovery and compensation of 672 billion VND.
During the past term, all levels and sectors have transferred the jobs of nearly 112,000 cadres, civil servants and public employees to prevent corruption and strictly handle the responsibility of leaders when corruption occurs. In addition, 934 cadres, civil servants and public employees have been prosecuted for violating the code of conduct.

The Government's report also clearly stated the shortcomings and difficulties. However, through contact with voters and synthesizing the opinions of voters and people, the delegate said that voters are still concerned, worried and troubled about the increasingly sophisticated corruption and negativity, and there is still petty corruption and harassment against businesses and people.
"Corruption and negativity even occur among some people in charge of preventing and combating corruption and negativity, and in some inspection, examination and investigation agencies," Ms. Linh stated.
To more effectively carry out the task of preventing and combating corruption and negativity in 2024 and the following years, delegates proposed promoting the role of heads of agencies, organizations, units, and localities.
"Practice has shown that where leaders are highly responsible, exemplary, closely follow management work, and are resolute in dealing with violations, the work of preventing and combating corruption and negativity is better implemented and vice versa. Therefore, promoting the role of leaders in this task is an urgent issue today," delegate Bo Thi Xuan Linh emphasized.
In particular, according to the delegate, it is necessary to continue to build and perfect a reasonable salary regime, improving the living standards of workers. Because, salary and allowances are the main income, the main source of living for officials and civil servants. However, in practice, the salary and allowance policy is still inadequate.
"To contribute to the effective fight against corruption and negativity, it is necessary to pay attention to the living standards of cadres, civil servants and public employees. How can cadres and civil servants live on their salaries and incomes, so that their incomes are equivalent to the average income in the community," the delegate suggested .
