The Prime Minister directed the health sector to send 1,000 more doctors to the grassroots level; the education and training sector to research and increase the number of teachers in the grassroots level, especially in remote, border, and island areas, especially foreign language teachers.
On the afternoon of March 25, Party Secretary and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee and the Government Party Standing Committee with the Ministry of Education and Training and the Ministry of Health on important draft projects to be submitted to the Politburo.

At the meeting, delegates discussed the draft project to develop the National Target Program on Education and Training Development (chaired by the Ministry of Education and Training) and the draft project to develop the National Target Program on Health Care, Population and Development (chaired by the Ministry of Health).
According to Prime Minister Pham Minh Chinh, these are two very necessary issues in the current context, very practical for the people, very important for the development of high-quality human resources, rapid and sustainable development, taking people as the center, subject, goal, resource and driving force for development.
The Prime Minister noted that the program development must simultaneously propose specific mechanisms, policies and roadmaps, in line with the medium-term public investment plan; ensure feasibility, efficiency, and create fundamental changes in practice.
With the project of the National Target Program on Education and Training Development , the Prime Minister directed that it is necessary to continue to closely follow and concretize Resolution 29 of the Central Committee and Conclusion 91 of the Politburo on fundamental and comprehensive innovation of education and training.
In which, some contents are focused: Improving the quality of teaching and learning, developing people comprehensively in both "morality, intelligence, physical beauty", in which continuing to value "morality" and "intelligence" education and emphasizing more "physical" and "aesthetic" education.
At the same time, it is necessary to modernize and consolidate schools, especially building boarding schools for ethnic minority students, remote areas, border areas, and islands with the spirit of ensuring equal access to education, leaving no one behind; promote foreign language training, especially English.
Emphasizing the need to improve people's knowledge, train human resources, and foster talents, the Prime Minister directed that it is necessary to clearly define tasks to perfect institutions, amend laws; train teachers; and support mechanisms and policies and promote the initiative of teachers and learners.
At the same time, it is necessary to build infrastructure, promote public-private cooperation, promote learning combined with practice, training combined with research, and promote international cooperation.

With the project to build a national target program on health care, population and development, the Prime Minister directed to add content on caring for and protecting people's lives and health with specific goals, for example, how many times each person should have a medical examination and treatment in a year; preventing and treating incurable diseases and tropical diseases.
The Head of Government also requested the development of more maternity and pediatric hospitals, geriatric hospitals, attention to preventive medicine and primary health care, especially in the context of administrative boundary arrangement, abolishing the district level; having a plan to respond to population aging; focusing on propaganda and education work.
The Prime Minister directed that this year, the health sector must send 1,000 more doctors to the grassroots; the education and training sector must also study to increase the number of teachers to the grassroots, especially in remote, border, and island areas, especially foreign language teachers.
Along with that, promoting the digitization of data and records in the health and education sectors, especially lifelong health records of people and student records, this work needs to be focused on in the first 6 months of 2025.
