On January 6, 2022, the Prime Minister approved the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (referred to as Project 06).
The general objective of the Project is to apply the National Population Database, electronic identification and authentication system, and electronic chip-embedded citizen identification cards (CCCD) in the national digital transformation process in accordance with the National Digital Transformation Program to 2025, with a vision to 2030.

Project 06 aims to serve 5 groups of utilities: Serving administrative procedure settlement and providing online public services; serving economic and social development; serving digital citizens; perfecting the ecosystem serving connection, exploitation, supplementation and enrichment of population data; serving the direction and administration of leaders at all levels.
In short, with Project 06, the VNeID application or the electronic chip-embedded CCCD card will gradually replace citizens' documents in a number of transactions as prescribed by law, providing public services, commercial services serving citizens' digital utilities such as residential services, e-commerce, e-payment and other services such as social insurance, health insurance, etc.
On the basis of connection and sharing between the National Population Database and other national databases, existing specialized databases such as education data, business data, tax data... procedures serving citizens and businesses will be guaranteed to be resolved accurately, conveniently and safely.
Not only that, user accounts are authenticated to ensure that they match the identity of each citizen, creating transparency and limiting fraud and scams in cyberspace.
The report at the conference reviewing the first 6 months of 2023 on National Digital Transformation and Project 06 of the Government said that the Ministry of Public Security has completed the construction of a national database on population with 99 million people. The Ministry of Public Security has also coordinated with the Ministry of Justice and the Ministry of Home Affairs to review and update over 92,000 cases of renunciation of nationality, nearly 5 million cases of changes in 2 information in the household registration to serve data cleaning. 5.3 million newborns have been granted personal identification numbers.

Exploiting the national database on population helps save costs of copying documents, increase the results of administrative procedure settlement, limit travel, reduce waiting time, limit the need for verification. Thereby, streamlining the number of officials and civil servants of the ministry receiving people, reducing the number of direct meetings, gradually eliminating the situation of "petty corruption"... and helping to save society thousands of billions of VND.
“ Population data is very important for authenticating, connecting data, and exploiting it to effectively serve socio-economic tasks, aiming at the goal of people only declaring information once to State agencies when performing administrative procedures.
Doing this well will bring great benefits to the country, contributing to saving, fighting waste, and creating the most favorable conditions for people and businesses " - Lieutenant General Nguyen Duy Ngoc, Member of the Party Central Committee, Deputy Minister of Public Security said at the Digital Transformation Dialogue - VietNam On on VTC1 Television.
For example, Vietnam Social Security (VSS) is a unit that has successfully connected to the national population database since its official operation. It is known that people can now use CCCD for medical examination and treatment with health insurance. There are more than 4,000 health insurance examination and treatment facilities nationwide that look up health insurance card information using CCCD.
This helps improve data-based management capacity, reduce duplicate health insurance cards, limit fraud and profiteering in paying and enjoying social insurance, health insurance and unemployment insurance.
For the Ministry of Finance, the implementation of Project 06 is a premise for the implementation of the Law on Tax Administration, moving towards the use of personal identification codes as tax codes. At that time, taxpayers will reduce many procedures when registering for tax, family deductions, changing tax registration information, etc. Identification will minimize errors when data is managed uniformly and shared with the national population database.
Meanwhile, thanks to Project 06, the Ministry of Education and Training has early exploited citizen information verification and citizen information lookup services to effectively simplify candidates' records and documents when organizing high school graduation exams and university and college admissions.
Data connection also opens up many utilities such as authentication of diplomas and certificates; connection of insurance data; monitoring of student health, employment status of students after graduation... to serve management and policy making.
In the near future, based on national population data and integrated information, artificial intelligence will be applied to synthesize, analyze, and forecast information, serving the management of the Government, Prime Minister, and Ministries in planning socio-economic policies and forecasting human resources for each field.
