On the afternoon of February 13, the Government's Project 06 Implementation Working Group held a conference to review the activities of Project 06/CP in 2024; evaluate the implementation results of Project 06/CP in January 2025, and deploy tasks for February 2025 and the coming time. General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Government's Project 06 Implementation Working Group chaired the conference.

Attending the conference at the Thanh Hoa provincial bridge point were members of the Provincial Party Standing Committee: Nguyen Van Thi, Permanent Vice Chairman of the Provincial People's Committee, Deputy Head of the Working Group of Project 06 provinces; Major General Tran Phu Ha, Director of the Provincial Police, Permanent Deputy Head of the Working Group of Project 06 provinces; members of the Working Group of Project 06 provinces.

According to the report, in 2024, for the first time, Vietnam was ranked in the group of countries with a "very high" e-Government Development Index. Along with that, institutions, mechanisms and policies have been gradually improved, resolving many long-standing bottlenecks and creating new space and development momentum for the economy.

In 2024, digital data and digital platforms will continue to be built and developed; 4 more national databases will be established, bringing the total to 10 national databases. Ministries, branches and localities will establish 678 more databases, an increase of 30%; data transactions via the national data sharing integration platform will increase by 57% compared to 2023.

Regarding the implementation of Project 06, out of 690 assigned tasks, 348 tasks have been completed, equivalent to 50%; 119 tasks have been regularly implemented, and 184 tasks are being implemented. The awareness and actions of all levels, sectors and people regarding digital transformation in general and the implementation of Project 06 in particular have changed significantly; all levels, sectors and localities have a clearer view of the current status of infrastructure, human resources, data, security and safety and have been completed to meet the requirements of implementing Project 06. Many utilities from population data, citizen identification, and electronic identification have been provided, and people and society have enjoyed better and better.

Discussing at the conference, representatives of ministries, branches and localities analyzed and clarified the advantages, difficulties and challenges in implementing Project 06. Sharing experiences, pointing out new and urgent contents that ministries, branches and localities need to implement in the coming time. At the same time, proposing practical solutions to deploy information technology applications, serving the work of handling administrative procedures and public services for people and businesses.

Concluding the conference, Minister of Public Security Luong Tam Quang commended the results achieved in implementing Project 06; at the same time analyzed and pointed out a number of shortcomings and limitations.

Regarding the tasks in the coming time, the Minister of Public Security requested ministries, branches and localities, based on their assigned functions and tasks, to focus on effectively implementing the targets and tasks set out in the Government's Action Program to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Ministries, sectors and localities urgently develop specific plans to review, develop roadmaps and solutions to reduce document components in administrative procedures of units when data has been digitized. At the same time, accelerate the implementation of tasks that are behind schedule; develop synchronously and connect national data to ensure correct, sufficient, clean and live data; promote the potential of data, so that data truly becomes an important resource and means of production.

Ministries and sectors that are in the direction of restructuring, arranging and merging their organizational apparatus proactively study plans to merge and upgrade their administrative procedure handling information systems, ensuring security, safety and connection with the National Population Database, the National Public Service Portal, national databases, and specialized databases, without interrupting the management, monitoring, reception, and handling of administrative procedures for people and businesses.

Heads of ministries, branches, and localities, especially those with changes in organizational structure, must be truly determined, act with great effort and have specific commitments for each assigned task, select effective human resources, direct the development of the Implementation Plan in 2025 in the direction of "clear people, clear work, clear time, clear results, clear responsibilities", attaching responsibilities to each deputy minister, director, vice chairmen, and directors of departments and branches, completing the plan and sending it to the Working Group in February 2025.

Urgently overcome tasks that are behind schedule in 2022, 2023 and 2024; ensure "clear people, clear work, clear time, clear results"; regularly hold meetings and check to remove difficulties, obstacles and bottlenecks according to the principle of "leadership from top to bottom but organization and implementation, removing obstacles must be from bottom to top"...
