Quang Nam raises determination to act and new ways of doing things

On February 5, Vice Chairman of the Provincial People's Committee Ho Quang Buu chaired a working session with the Steering Committee for administrative reform (AR), digital transformation (DT) and Project 06 provinces to listen to the report on the results of implementing the tasks assigned by the Provincial People's Committee in Notice No. 433 dated November 27, 2024 and deploying tasks in early 2025.

Driving force for socio-economic development

According to the Steering Committee for Administrative Reform, Digital Transformation and Project 06 of the provinces, by 2024, agencies, units and localities will basically complete the tasks of Project 06. The utilities of Project 06 will be gradually applied in practice, bringing practical value to people and businesses through connecting, sharing and integrating documents and administrative procedures (TTHC) in the electronic environment.

In handling administrative procedures, 11 essential public services (PPS) of the police force are in charge, many procedures have a 100% online acceptance rate such as permanent and temporary residence registration; residence notification, seal making procedures, issuing ordinary passports, registering for motorbike license plates, fines... During the year, the province deployed the provision of criminal record certificate issuance utility on VNeID, public service kiosk model...

According to the assessment, the implementation of administrative reform, digital transformation and Project 06 has contributed to promoting socio-economic development. Notably, up to now, 100% of public and non-public medical examination and treatment facilities in the province have implemented health insurance examination and treatment using chip-embedded citizen identification cards (CCCD), identification cards, and VNeID applications.

The rate of scanning QR codes on CCCD reached 62.5%, scanning health insurance codes reached 37.4%; 1,590,204 people have created electronic health records (reaching 93.5%); 303/303 health insurance medical examination and treatment facilities have looked up health insurance card information using CCCD...

In the field of education, 100% of students in grades 9 and 12 are issued ID cards to apply for graduation exams. The Department of Education and Training has organized a report on the results of piloting centralized online exam authentication models and school management in the province.

In 2024, the province will open social security accounts at 67.6%; disbursements through accounts will reach 57.7%; opening and payment through accounts for pension and social insurance beneficiaries will reach 62.4%. During the year, the Department of Transport will preside over and coordinate the implementation of model 17 on "Deploying equipment to monitor driving tests and exams"...

In 2024, the Provincial Police Department received 199,228 applications for CCCD issuance for citizens (70,577 applications for people under 6 years old; 75,308 applications from 6 years old to under 14 years old; 53,343 applications from 14 years old and over and 2,328 applications for prisoners). 656,991 level 2 identification accounts were received, 587,691 accounts were activated, and 233,901 health insurance card codes were integrated into the VNeID application.

Building specialized databases

Besides the results, one of the shortcomings and limitations of 2024 pointed out by the Steering Committee for Administrative Reform, Digital Transformation and Project 06 provinces is the issue of connecting and sharing common data (DB) between central and local ministries and branches.

The province has not yet established a centralized data warehouse. The connection and synchronization of data between specialized information systems and the provincial system is still slow and often interrupted, affecting the settlement of administrative procedures for citizens as well as the processing of professional tasks by officials and civil servants on the system...

Regarding the issue of data, Mr. Nguyen Duc Binh - Director of the Department of Information and Communications said that the province's sectors are building 97 specialized databases, currently only 37 databases have been built, of which only 10 databases are connected to the central government. According to Mr. Binh, the incomplete and unconnected databases are the reason why the 1022 switchboard has not been effective. Because the switchboard needs to apply artificial intelligence to be effective, this requires a full range of specialized databases for the system to automatically analyze and transmit...

Regarding the 2025 tasks, the Steering Committee for Administrative Reform, Digital Transformation and Project 06 provinces requested the Department of Justice to accelerate the digitization progress, build a civil status database, digitize, clean up data on judicial records, criminal records, and criminal record deletion to synchronize, shorten the time to issue certificates and process for people before March 31, 2025.

The Department of Health coordinates with the Social Insurance to clean data, ensuring that 100% of medical examination and treatment facilities connect data to the social insurance; 100% connect and update data on medical examination and treatment, testing, referral, and re-examination appointments for people to use. The provincial Social Insurance presides over and coordinates the connection of data on the VNeID Electronic Health Book...

The province also requested to urgently develop a roadmap and implement the completion of the land management database in the province before December 31, 2025.

To effectively implement the tasks of administrative reform, digital transformation and Project 06, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested departments, branches and localities to have new and different ways of doing things. In the past, departments and localities were determined and proactive, now they must be more proactive, especially at the present time, the Central Government and the province are focusing on implementing Resolution 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Accordingly, the Provincial Police, Department of Information and Communications, Department of Home Affairs and the Office of the Provincial People's Committee are requested to directly inspect the implementation of tasks at departments, branches, agencies and units every week through the assessment index table according to the assigned fields to promptly report, direct and urge.

Vice Chairman of the Provincial People's Committee Ho Quang Buu requested to resolutely end the situation of delayed administrative procedure files. Sectors proactively build their own databases. The Department of Information and Communications presides over and advises the Provincial People's Committee on draft programs and plans to implement Resolution 57 of the Politburo and considers this a key task in the coming time.
