On the afternoon of February 6, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the National Committee on Digital Transformation (CDS) chaired the 10th meeting to review the activities of the National Committee on Digital Transformation and Project 06 in 2024; key directions and tasks in 2025. The meeting was connected online to connecting points in provinces and cities across the country.

Attending the meeting at the Thanh Hoa provincial bridge point were comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Thanh Hoa Provincial Steering Committee for Digital Transformation, and members of the Steering Committee; representatives of leaders of functional departments and branches.
According to a report by the Ministry of Information and Communications, Vietnam has risen to 71st place out of 193 countries in the United Nations e-Government rankings (announced in September 2024), up 15 places compared to 2022. This is the first time Vietnam has been ranked in the group of countries with an e-Government Development Index (EGDI) at a "very high" level.
Along with that, the improvement of institutions, mechanisms and policies has resolved many long-standing bottlenecks and created new space and development momentum for the economy.
Notably, for the first time in 15 years, Vietnam successfully auctioned 5G frequencies, adding 300 MHz to improve the quality of mobile broadband; it is one of the few developing countries to stop 2G subscriber services with the remaining 2G subscribers accounting for only about 0.2%, very low compared to this rate in other countries (about 2-5%).

In 2024, digital data and digital platforms will continue to be built and developed. Four more national databases have been established, bringing the total to 10 national databases. Five national databases have been completed and put into use; three are being deployed; two have plans and have begun to be deployed. Ministries, branches and localities will establish 678 more databases, an increase of 30%, bringing the total number of databases to 2,990. Data transactions via the national data sharing integration platform (NDXP) will increase by 57%, from 647 million in 2023 to 1,013 million transactions in 2024.
Also in 2024, 21 more ministries, branches and localities will issue lists and plans to provide open data, bringing the total number of agencies and localities that have issued lists and plans to provide open data to 75 agencies and localities...
Regarding the implementation of Project 06, the report of the Project Development Working Group highlighted the drastic direction and management of the Government and the Prime Minister in implementing the Project; the active participation of the ministries, branches, members of the Working Group, and localities in effectively performing assigned tasks in all fields of institutions; technological infrastructure; security, safety, confidentiality and human resources.
According to the assessment and comments of the Project 06 Development Working Group, the successful implementation of the Project is a premise for building and developing a national data center in the coming time, bringing great value to many aspects of life, economy and society.

Discussing at the meeting, representatives of ministries, branches and localities analyzed and clarified the advantages, difficulties and challenges in digital transformation and the implementation of Project 06. They shared experiences and pointed out new and urgent contents that ministries, branches and localities need to implement in the coming time. At the same time, they proposed practical solutions to promote digital transformation in the fields of economic development and social life.
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the results achieved in digital transformation work in 2024 and the implementation of Project 06; commended the participation and drastic direction of members of the National Committee on Digital Transformation, the active participation of ministries, branches, localities, and the support of the business community and people.

The Prime Minister emphasized: In recent times, the Government and the Prime Minister have resolutely directed and synchronously implemented solutions to increasingly effectively and practically implement the national digital transformation; promote digital transformation in most areas. At the same time, the organization and implementation of Project 06 from the central to grassroots levels have been strongly supported and appreciated by people and businesses; contributing to changing management methods and improving the quality and efficiency of citizen management; saving time, effort, limiting negativity; creating an important foundation for deploying online public services.
However, to complete the goals of national digital transformation and Project 06, we still have a lot of work to do, requiring the participation, strong direction, perseverance, consistency, and synchronization from the Central to the grassroots. Unification from awareness to action, implementation of digital transformation goals and tasks.
The Prime Minister requested ministries, branches and localities, based on their assigned functions and tasks, to focus on effectively implementing the targets and tasks set out in the Government's Action Program to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology (S&T) development, innovation and national digital transformation.
The Prime Minister assigned specific tasks to ministries, branches and localities in implementing the task of digital transformation; at the same time, he emphasized: Digital transformation must be closely linked to the administrative reform, improving the quality of cadres, civil servants and public employees. Digital transformation must be for all people, comprehensive, and complete, in all branches and levels, in line with the development trend of the world, meeting the needs of the people.
Determining the development of science and technology, innovation and creativity is an objective requirement, a strategic choice, and a top priority for rapid and sustainable economic development in the era of national development. In particular, science and technology, innovation and digital transformation must take people and businesses as the center and the subject of promoting development.
The Prime Minister requested that relevant ministries and branches continue to promote research and advice on perfecting institutions, mechanisms and policies to ensure resources for digital transformation.
For Project 06, accelerate the implementation of tasks that are behind schedule; develop synchronously and connect national data to ensure correct, sufficient, clean, and live data; promote the potential of data, so that data truly becomes an important resource and means of production.
At the meeting, Prime Minister Pham Minh Chinh and delegates performed the ceremony to announce the pilot launch of the Medical Data Coordination System.
