Investing in building 16 thematic parks to make Hanoi greener

To quench the thirst for green space, in the coming time, Hanoi City will invest in building 16 thematic parks to help meet the urgent needs of the people.

Recently, many parks in Hanoi have been repaired and have added more facilities to serve the people. Of which, 3 large parks in the city including Thong Nhat, Thu Le, Bach Thao... have been approved by the city to invest nearly 900 billion VND in renovation.

For example, at Thong Nhat Park, along with connecting with the walking space of Tran Nhan Tong Street and surrounding areas, opening 4 pedestrian paths for easy access to the park, the activities of this park have significantly increased in quality and landscape, attracting a large number of people to come and have fun and entertainment.

It can be seen that the role of flower gardens and parks is extremely important in improving the spiritual life of urban residents. It is a place for community activities, entertainment, meeting the needs of social communication as well as relaxation to regenerate the labor force of the people.

However, for many years, Hanoi has always faced a shortage of large-scale parks and playgrounds. One of the difficulties is that the investment capital from the State and society is still limited, so the implementation of large-scale projects to build and renovate parks and trees in Hanoi is currently slow.

Faced with this reality, the City has given strong instructions to units, departments, and districts to join in removing difficulties and obstacles. On February 28, 2024, the Office of the City People's Committee issued Document No. 2183/VP-DT notifying the direction of Vice Chairman of the City People's Committee Duong Duc Tuan on detailed planning of parks in the city.

Accordingly, the City People's Committee requested the Department of Planning and Architecture to urgently issue documents guiding the People's Committees of districts, towns and cities to review parks and flower gardens in their management areas to establish detailed planning at a scale of 1/500; coordinate with the Department of Planning and Investment to provide a list and planning information of thematic park projects whose planning nature has been determined in the General Planning for the Capital to call for investment according to regulations; coordinate with the Hanoi Institute of Construction Planning to update the location, scale and nature of parks proposed to adjust the nature from green trees to thematic in the project to adjust the General Planning for the Capital to 2045, with a vision to 2065 according to regulations.

Based on the direction of the Hanoi People's Committee, on March 21, 2024, the Department of Planning and Architecture issued a document requesting the People's Committees of districts, towns and Son Tay town to urgently deploy the organization of detailed planning, scale 1/500 with 32 parks. At the same time, the Department of Planning and Investment was requested to make a list of calling for investment in parks by the socialization method for 12 parks with the nature of thematic parks identified according to the plan.

At the same time, it is requested that the Hanoi Institute of Construction Planning coordinate with the National Institute of Urban and Rural Planning to update the location, scale and nature of 16 thematic parks that have been agreed upon by the Hanoi People's Committee in Document No. 2183/VP-DT dated February 28, 2024.

Park development must comply with planning.

According to the list of 16 parks proposed to be adjusted from green to thematic approved by the Hanoi People's Committee, Bac Tu Liem district has the most including : rest parks, nurseries (in Tay Tuu, Lien Mac, Thuong Cat, Thuy Phuong wards); botanical parks (Co Nhue 2 and Thuy Phuong wards);

Cultural and entertainment parks combining orchard conservation and agricultural tourism (Minh Khai, Phuc Dien, Phu Dien wards); cultural and recreational parks (Minh Khai, Tay Tuu wards); historical and cultural parks (Phuc Dien, Minh Khai wards); Friendship Park (Co Nhue 1, Xuan Tao wards); amusement parks (Minh Khai, Phuc Dien, Phu Dien wards).

Next, Long Bien district has a cultural - educational - service park (Giang Bien ward). Dan Phuong district has Tan Lap - Tan Hoi park (in Tan Hoi and Tan Lap communes); Tan Lap - Tay Tuu park (Tan Lap commune in Dan Phuong district and Tay Tuu ward in Bac Tu Liem district).

Dong Anh district has a green park for physical education and sports combined with a public city park (Tien Duong commune); a green sports area (Uy No, Xuan Non, Viet Hung communes); Kim Quy park (Vinh Ngoc, Tien Duong communes). Gia Lam district has a lake park, cultural and sports, public service and new urban residential area (Yen Vien, Dinh Xuyen communes); Phu Dong historical and cultural park (Phu Dong commune); Trau Quy urban functional park (Trau Quy town).

Thus, in the near future, the people of the capital can expect a city with many useful public green spaces to use.

To complete the plan to upgrade, renovate and build a new system of parks and flower gardens as above, Master, Architect Pham Hoang Phuong - National Institute of Architecture, Ministry of Construction believes that upgrading, renovating and building a new system of public spaces in general, especially parks and flower gardens in the inner city of Hanoi is very necessary.

However, due to the diversity in location, type, and function, completing the plan to upgrade, renovate, and build a new, synchronous system of parks and flower gardens requires the determination of the government and people of the capital as well as a systematic and scientific approach.

First of all, the development of green parks and thematic parks in Hanoi must comply with the planning such as the Hanoi Capital Master Plan to 2030, vision to 2050, recently approved lower-level zoning plans as well as subsequent orientation plans.
