Acting Chairman of Quang Tri Provincial People's Committee Ha Sy Dong has just directed to remove obstacles, speed up progress, and agreed with the plan to change the scale of the Cua Viet shipbuilding and repair factory project.
The Cua Viet Shipbuilding and Repair Factory Project is invested by Cua Viet Shipbuilding Company Limited. The project is located in Gio Mai Commune, Gio Linh District (in the Southeast Quang Tri Economic Zone) with a total investment capital of 80 billion VND. The project has a scale of nearly 50,000 m2, and was granted the first investment policy decision by the People's Committee of Quang Tri province in Decision No. 2179/QD-UBND dated August 10, 2017.
The project's objective is to build and repair fishing boats (steel hull, wooden hull) and inland waterway vehicles of all types with a capacity of 250DWT - 2,000DWT; inland waterway ports. The design capacity is to build 20-25 new ships/year, repair 100 ships/year. The products and services provided are ship building and inland waterway vehicle repair services; inland waterway ports.
According to the investor's report, the project has so far completed the first phase of site leveling; the second phase of site leveling has reached 40%; the first phase of warehouse and production area foundation has been reinforced at 95%; 70% of pier No. 1 has been built; 30% of pier No. 2 has been built; about 75% of the ship slipway and dock have been built; the design and manufacture of the export conveyor system has reached 75%; about 95% of the mechanical workshop, electric machine and winch house and other related works have been completed.

In order to strive to put the project into commercial operation in the third quarter of 2025, Cua Viet Shipbuilding Company Limited has recently proposed to the People's Committee of Quang Tri province to allow the enterprise to share the road with the Bac Cua Viet anchorage and fishing port project to transport goods in and out of the project area in phase 1 (from March to August 2025). In the immediate future, the company said it will spend its own money to spread graded gravel and pour concrete on this road with a length of about 600 m, a width of 7 m, with an estimated cost of about 3 billion VND.
Cua Viet Shipbuilding Company Limited also proposed that the People's Committee of Quang Tri province grant a land plot about 10 - 12 m wide adjacent to the above-mentioned road and along the land area of the project currently managed by the People's Committee of Gio Mai commune and allow the company to spend about 10 billion VND in advance to build this road section for private use to connect to serve the project.
During the period from 2025 to 2027, Cua Viet Shipbuilding Company Limited wishes to establish an investment project to build a new road to the west of the project with a scale of 4 lanes, about 600 m long, with a total estimated investment of about 20 - 30 billion VND to optimize project efficiency.
Regarding the treatment of dredged materials, Cua Viet Shipbuilding Company Limited has proposed that the province support the company according to Resolution No. 56/2023/NQ-HDND of the People's Council of Quang Tri province. At the same time, the company is allowed to use dredged materials from the dredging project to ensure maritime traffic on Hieu river implemented by the Maritime Administration, which is currently being gathered on the project's land area, as materials to level the project site and make the ground for the two above-mentioned routes.
Regarding the conversion of operational objectives and project scale, Cua Viet Shipbuilding Company Limited proposed to add the following contents: Cleaning, sorting, selecting, classifying, crushing, screening, and mixing coal with a capacity of about 2.5 million tons/year. Increasing the design capacity of inland waterway ports from 2 wharf systems to 3 wharf systems; increasing the capacity to receive general cargo and store about 1.9 million tons/year to 3.5 million tons/year. The total adjusted investment capital of the project is 130 billion VND.
According to the Management Board of Quang Tri Economic Zone, in response to the investor's proposals, the acting Chairman of the Provincial People's Committee, Ha Sy Dong, basically agreed with the proposals.
Specifically, the leaders of Quang Tri province agreed on the investment policy for the routes connecting the project with National Highway 9 of Cua Viet Shipbuilding Company Limited and assigned the Department of Construction to guide the investor to complete the related procedures as soon as possible; assigned the Department of Finance to guide the investor on the procedures to receive support according to regulations.
Regarding the dredged materials currently gathered in the project area, the Department of Agriculture and Environment shall advise the Provincial People's Committee to issue a document to obtain the opinion of the Maritime Administration on a plan to allow the company to use them as filling materials or move them to another location so that the project can continue to be implemented.
The Chairman of the Provincial People's Committee also agreed with the plan to change the project's operational objectives and scale as proposed by the investor and assigned the Provincial Economic Zone Management Board to coordinate with departments, branches and units to implement related procedures in accordance with regulations.
