After opening, what problems does the 1,400 billion software park still have?

Danang Software Park No. 2 with a total investment of nearly 1,400 billion VND after its opening is still in the process of completion, not yet accepted, handed over, and put into use.

The People's Committee of Da Nang City has just issued a report on the exploitation of information infrastructure of the Da Nang Software Park - Software Park No. 2 (phase 1).

According to the People's Committee of Da Nang City, on January 16, the Department of Construction announced the approval of the results of the acceptance of the completion of the Software Park No. 2 project (phase 1). The project management board is completing the project for acceptance and handover for use.

On the same day, the city held the opening ceremony of Software Park No. 2. Authorized by the City People's Committee, the Department of Information and Communications signed a memorandum of understanding with three strategic partners in the fields of semiconductors and artificial intelligence (Marvell, FPT and Sovico); currently consulting the City People's Committee to submit to the City People's Council for recognition as strategic partners.

Up to now, the Department of Information and Communications has received and compiled about 30 enterprises with the need to register to rent premises and offices at ICT1 building, Software Park No. 2 with a total registered area of ​​nearly 25,000m2 ⁽ exceeding the rental area of ​​this building).

However, because the Software Park No. 2 project (phase 1) is in the process of completion, it has not been accepted, handed over, and put into use.

The information infrastructure assets have not been handed over, so there is not enough legal basis for the City People's Committee to issue a decision to hand over the Concentrated Information Technology Park - Software Park No. 2 to the management unit for operation and exploitation; there is not enough legal basis to establish and approve the project to exploit the infrastructure assets of the Concentrated Information Technology Park (according to Decree 09); the starting price has not been approved and the legal basis has not been ensured to organize an auction to lease premises (according to Decree 09)...

The People's Committee of Da Nang City submitted to the City People's Council a proposal to put into operation early the completed infrastructure assets of the Concentrated Information Technology Park, Software Park No. 2 (phase 1). Organize asset auctions while waiting for the project to be completed, accepted and handed over for use.

It is known that the above project was started in 2020, with a total investment of nearly 1,000 billion VND and by October 2024, Da Nang decided to invest an additional 400 billion VND.
