Investment in high-speed railway on the North-South axis has truly become the "backbone" axis.

The document stated: The research on investment in the construction of a high-speed railway on the North-South axis has been seriously and meticulously carried out by the Ministry of Transport for a long time; in which the project's pre-feasibility study report in 2010 was approved by the Politburo in principle for investment, but has not yet been approved by competent authorities.

On February 28, 2023, the Politburo issued Conclusion No. 49-KL/TW on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045. The Steering Committee for the development and implementation of the Project on investment policy for high-speed railways on the North-South axis and important national railway projects (Steering Committee) issued a Conclusion in Document No. 420/TB-VPCP dated October 18, 2023 of the Government Office. The Ministry of Transport has inherited the results of previous research, absorbed opinions, and completed the Project.

The project is of utmost importance, contributing greatly to the socio-economic development, industrialization and modernization of the country. The process of building and implementing the project requires consensus, contribution and real participation of inter-sectoral sectors in many fields.

To fully prepare the content of the Project, Deputy Prime Minister Tran Hong Ha directed the Ministry of Transport to continue to closely follow Conclusion No. 49-KL/TW of the Politburo, Conclusion of the Steering Committee in Document No. 420/TB-VPCP; absorb the opinions of the comrades attending the meeting; fully explain and convince the comments and criticisms of ministries, agencies and a number of experts and scientists; complete and take full responsibility for the Project, report to the Government Standing Committee; in which, note the following issues:

On the basis of the Project

The political basis for developing the Project is based on the Resolution of the 13th Party Congress, Resolution No. 29-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on continuing to promote industrialization and modernization, and Conclusion No. 49-KL/TW of the Politburo.

Based on practical requirements for socio-economic development, international experience (clarifying the experience of countries around the world on high-speed railway development including capital mobilization plans), with economic, technical and scientific data and figures to analyze more fully and clearly the impact of high-speed railway on the overall socio-economic situation (reducing logistics costs, increasing competitiveness, stabilizing the macro-economy, increasing economic efficiency; spillover effects, urban development, industrialization, modernization; promoting tourism development...), on the basis of the interdependence between modes of transport to research, select and propose investment plans to ensure feasibility, safety, efficiency, meeting the requirements of the immediate and long-term stages.

Regarding the development scenario, Deputy Prime Minister Tran Hong Ha said that it is necessary to rely on the internal needs of socio-economic development of our country and the experience of investing in high-speed railways in the world to study investment in high-speed railways to ensure synchronization, efficiency, and conformity with the development trend in the world, with a design speed of 350km/h and truly become the "backbone" axis according to Conclusion No. 49-KL/TW of the Politburo, while effectively exploiting the existing railway line.

Regarding specific policy mechanisms, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport to preside over and coordinate with ministries, branches, the State Capital Management Committee at enterprises, localities and enterprises to study and propose "special package" policy mechanisms to report to the Politburo and submit to the National Assembly when approving investment policies, including: mechanisms for mobilizing and using capital sources; mechanisms for using land use revenue from localities; mechanisms for training and using cadres and engineers; localization mechanisms associated with the development of the railway industry; mechanisms for attracting PPP investment; mechanisms for cooperation, attracting investment and transferring technology through FDI; models for organizing operations and business... The conclusions of the Steering Committee's meeting must be thoroughly implemented.

Research on the importance of transportation, especially high-speed rail, in urban development oriented towards public transportation integration (TOD)

Deputy Prime Minister Tran Hong Ha directed that in the process of implementing the next research, coordinate with relevant ministries, branches and localities to research and deepen the following contents:

The importance of transportation, especially high-speed rail, in urban development oriented towards public transport integration (TOD). The Ministry of Transport, the Ministry of Construction, and the Ministry of Natural Resources and Environment continue to study solutions to exploit this model.

Regarding the high-speed railway route: Study the effective use of bridge and tunnel construction solutions to ensure the straightest possible route, ensure flood drainage, limit impacts on conservation areas and community separation; consider options for arranging the starting and ending points of the route in the center of Hanoi and Ho Chi Minh City.

Regarding total investment: Due to the large scale of the project, technical and technological complexity, and long implementation time (over 10 years), it is necessary to clarify that the preliminary calculation of the total investment is only an initial estimate, the exact data will continue to be updated in the next steps when conditions are met, to avoid misunderstandings in case the total project investment increases during the implementation phase.

Regarding capital: Arrange capital in the first phase; in the next phase, research and combine revenue from added value of urban development, call for socialization, attract private capital to invest in locomotives and carriages for transportation business and pay fees to the State.

Human resource development must be one step ahead. Based on the demand, the estimated number of high-quality workers (automation, machine manufacturing, digital transformation...), technical staff submit to the competent authority to assign the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs to implement.

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Transport to study policies for developing the railway industry and supporting industries (mechanics, manufacturing, metallurgy, etc.) to help develop railways in general and high-speed railways in particular. Vietnam Railways Corporation shall proactively organize preparation work (training human resources, technology, mechanics, etc.) to carry out management, operation, and exploitation of high-speed railways.

Regarding consulting work: Research and mobilize foreign experts, consultants, international organizations with experience in high-speed railways, and domestic consultants to carefully evaluate investment plans to ensure feasibility, safety, and optimal efficiency.
