Sharing with Tien Phong reporter at the press conference "Cooperation in the field of high-speed railway" organized by the French Embassy on the evening of January 17, Mr. Hervé Conan - Director of the French Development Agency in Vietnam - said that railway is a type of ground transport that occupies an area 5 times smaller than roads and consumes the least energy, saving 5-10 times more than other modes of transport.

In particular, in the context of the Vietnamese Government setting a target of net zero emissions by 2050, especially in the transport sector in general and the railway sector in particular, the high-speed railway project will contribute to reducing emissions into the environment; helping to create many jobs related to the fields of labor, high-tech engineering, computers, control, etc.

Mr. Hervé Conan emphasized that to implement the high-speed railway project, it is necessary to have a team of leading senior experts during the preparation phase. France committed to supporting the consulting and technical team for railway projects in Vietnam, typically the North-South high-speed railway project with a total investment of nearly 70 billion USD.

Mr. Diego Diaz - General Director of the French National Railways Corporation (SNCF) - emphasized that for high-speed railways, it is necessary to pay attention to economics, technology and human resources. These projects have a service life of 50-100 years, so there needs to be a specific vision on exploitation, operation and maintenance.

Mr. Diego Diaz pointed out that the advantage of the high-speed railway project is that it has many components, so Vietnam can develop each component. However, to do it well, our country must have all the necessary preparations during the project implementation process, to be ready for the exploitation and maintenance process later.

"Vietnam can produce sleepers and gradually master other technologies. However, there are also some other complicated technical steps that require Vietnamese enterprises to spend a lot of time to receive and master technological resources such as railway signal systems," said Mr. Diego Diaz, adding that as soon as a high-speed railway system is available, Vietnam needs to have full capacity to exploit, operate and maintain this system, avoiding the situation where after the project is completed, if there is any damage, it has to call on foreign partners for repair and maintenance.

The head of SNCF Group assessed that the goal of completing Vietnam's high-speed railway project by 2035 is very large, but it is not impossible. Therefore, the French side will continue to work with Vietnamese agencies and enterprises to support and cooperate on experience in developing the North-South high-speed railway project.

The North-South high-speed railway project passes through 20 provinces and cities including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Ho Chi Minh City.

The project aims to build a new double-track railway line, 1,435 mm gauge, design speed of 350 km/h, load capacity of 22.5 tons/axle; build 23 passenger stations, 5 freight stations; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary.
