On the afternoon of June 27, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation returned to Hanoi, successfully concluding their working trip to attend the 2024 WEF Dalian Conference and work in China (from June 24-27) with important results, outstanding marks and highlights, continuing to concretize and implement the strategic cooperation orientations and visions of senior leaders into specific, effective, practical and breakthrough projects.
International public opinion has many articles highly appreciating Vietnam's increasingly high role and position in international forums.
Vietnam's outstanding mark at WEF Dalian
With the theme "New Growth Horizons", this year's WEF Dalian Conference marks the third consecutive time that the Prime Minister has attended an annual WEF conference. This demonstrates Vietnam's high credibility as well as its growing role and position in the international arena. The appearance, activities and speeches of the Vietnamese high-ranking delegation, headed by Prime Minister Pham Minh Chinh, resonated and inspired the conference.
The conference attracted the participation of 1,700 delegates, and was a place to gather and create new ideas, new fields, pioneering and creative models that will shape future economic sectors.

The host country, China, as well as the conference organizing committee, have shown their respect and high appreciation for the role and position of Vietnam. Therefore, WEF has invited the Prime Minister to attend the WEF conferences in Tianjin (China) in 2023, the WEF in Davos (Switzerland) in early 2024 and this time the WEF in Dalian (China). Prime Minister Pham Minh Chinh is one of two heads of state/government invited by WEF and the host country, China, to attend the conference.
At this conference, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation brought many important messages to the port city of Dalian, both at the conference and in meetings with partners (meeting the President of Poland, meeting the Chairman of the Korean Carbon Neutrality and Green Growth Committee, meeting the WEF President and meeting with major WEF corporations).
The Vietnamese delegation left remarkable impressions, with the highlight being the special speech by the Prime Minister at the plenary opening session, before about 1,700 guests from 80 countries.
The Prime Minister exchanged profound views on the world today and in the future, proposing to build together, strengthen trust, promote dialogue, and have a new approach and mindset for global cooperation. The Prime Minister emphasized the need to promote science and innovation, not politicize and discriminate against science, technology, and innovation which are global in nature, to create new growth drivers.
Prime Minister Pham Minh Chinh suggested that WEF and its partners promote public-private cooperation, promote the role of pioneers in leading and orienting the development and economic restructuring of countries, regions and the world, especially in three important areas: Building and perfecting market economic institutions; focusing on developing strategic infrastructure systems; training and developing human resources, especially high-quality human resources for new growth drivers, digital economy, green economy and circular economy.
In particular, Vietnam proposes to strengthen international cooperation in policy formulation, planning and implementation at the regional and global levels. Strengthen cooperation, prioritize growth, coordinate more closely in operating proactive, flexible, timely and effective monetary policies, especially reducing interest rates and stabilizing exchange rates; coordinate synchronously and harmoniously with a reasonable expansionary fiscal policy, taking public investment as the driving force for private investment; and at the same time strongly promote trade and investment liberalization; thereby contributing to stimulating aggregate demand in the short term and positively impacting aggregate supply in the medium and long term.
The Prime Minister also proposed implementing "3 together": "Listen and understand together; share vision and action together; work together, enjoy together, win together and develop together", with the spirit of harmonious benefits, shared risks, for a better, fair, equal, harmonious and sustainable world, together towards "New growth horizons", new development horizons, for the prosperous development of the world, for a happier and better life of all people and of humanity.

The Prime Minister shared Vietnam's inspiring story of Innovation, Integration and Development ; conveyed profound and clear messages about outstanding socio-economic achievements, policies, visions and strategic orientations for national development of the Party and State of Vietnam; thereby affirming Vietnam's role and position in the international arena.
The Prime Minister emphasized that Vietnam's success over the past nearly 40 years affirms the correctness of the development policies and viewpoints of the Party and State of Vietnam.
The Prime Minister also had open, sincere and in-depth exchanges with partners and businesses, demonstrating Vietnam's spirit of innovation and determination in transforming the growth model and creating a favorable environment for investors.
The Prime Minister said that in the current context, Vietnam continues to prioritize growth and has flexible policies that are suitable to Vietnam's conditions and circumstances and the world's situation and trends. Vietnam continues to renew traditional growth drivers and strongly promote new growth drivers, with priority areas being digital economy, green economy, circular economy, sharing economy, and knowledge economy. In particular, an important solution is to mobilize resources through promoting public-private partnership, using public investment to lead private investment, and activating all social resources for growth and development.
The Prime Minister's sharing was highly appreciated by partners and the business community, expressed through their excitement, interest, and desire to invest and do business in Vietnam, especially in new sectors. The atmosphere of the discussions was very exciting and enthusiastic, promising many opportunities to expand and establish partnerships, investment, and production in Vietnam.
WEF Founder and Executive Chairman Klaus Schwab praised Vietnam as a dynamic economy, a beacon of economic development and a growth engine of the region.
Concretize the strategic direction of senior leadership
Prime Minister Pham Minh Chinh's working visit to China took place in the context of the positive development of Vietnam-China relations. In particular, after two historic visits by General Secretary Nguyen Phu Trong to China (in 2022) and General Secretary and President of China Xi Jinping to Vietnam (in 2023), the two sides agreed to deepen and elevate the Comprehensive Strategic Cooperative Partnership, build a "Vietnam-China Community of Shared Future of Strategic Significance", the atmosphere of trust and friendship has spread widely to all levels, sectors, and people of the two countries, forming a vibrant and substantive exchange and cooperation situation and achieving many concrete results.
The very important goal of the working trip is to continue to concretize and implement the strategic common perceptions and agreements of the two countries' senior leaders into specific cooperation programs and projects.

During the working trip, Prime Minister Pham Minh Chinh had a very rich bilateral program of activities, including meetings and talks with senior Chinese leaders, attending and speaking at the "Vietnam-China Cooperation Conference on Strategic Transport Infrastructure Development and the Role of Vietnamese-Chinese Enterprises"; receiving leaders of several large Chinese corporations and enterprises; meeting with officials and staff of Vietnamese representative agencies in China. During the working trip, ministers and members of the delegation also had meetings and worked with their Chinese counterparts.
The activities of the Delegation were successful, achieving the set requirements and goals. The results and significance of the talks and meetings with high-ranking Chinese leaders were clearly demonstrated in four aspects:
Firstly, maintain regular high-level strategic exchanges between the two Parties and two countries, consolidate and enhance political trust between the two sides, and promote an important guiding role in the development of bilateral relations.
Prime Minister Pham Minh Chinh and senior Chinese leaders affirmed the high regard that the Party and State of each side attach to the bilateral relationship, as well as the special role and position of the bilateral relationship in the overall foreign policy of each country.
Accordingly, the Prime Minister affirmed that strengthening and developing friendly and cooperative relations with China is an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, peace, cooperation and development, diversification and multilateralization of foreign relations. China's senior leaders emphasized the importance of relations with Vietnam, identifying this as a priority direction in China's overall neighborly foreign policy.
Although this was a working trip, the Chinese side gave the Vietnamese delegation a very respectful and warm welcome. Prime Minister Pham Minh Chinh had meetings and talks with three key Chinese leaders: General Secretary and President of China Xi Jinping, Premier of the State Council Li Qiang, Chairman of the Chinese People's Political Consultative Conference Wang Huning; and received Politburo member and Deputy Premier of the State Council Zhang Guoqing. This shows the importance attached to the relationship with Vietnam.
The two sides agreed to continue to promote and institutionalize exchanges and cooperation in all fields, and to carry out synchronous and comprehensive cooperation through the channels of the Party, Government/State Council, National Assembly/National People's Congress, Fatherland Front/National People's Political Consultative Conference, and in important areas such as diplomacy, security, and defense. The two sides expressed their determination and efforts to promote bilateral relations to become increasingly deeper, comprehensive, and substantive, towards the important milestone of 2025, the 75th anniversary of the establishment of Vietnam-China diplomatic relations.

Second, based on a review and overall assessment of the cooperation situation in recent times, the two sides have in-depth discussed and agreed on specific directions and measures to promote cooperation in all fields in a comprehensive, rich and substantial manner in the coming time.
The two sides affirmed the importance of thoroughly grasping, concretizing and effectively implementing the Vietnam-China Joint Statements reached during the visits of the two General Secretaries of the two Parties, thereby adding new strong driving forces, opening up many new cooperation opportunities, and continuously enriching the Comprehensive Strategic Cooperative Partnership and the Community of Shared Future of strategic significance between the two countries.
The two sides agreed to strengthen the connection between Vietnam's "Two Corridors, One Belt" framework and China's "Belt and Road" initiative, especially in terms of transport infrastructure; speed up railway connections in border areas, and promote cooperation in developing a number of standard gauge railway lines in the northern region of Vietnam.
The two sides agreed to further promote trade cooperation, especially agricultural trade; exchange measures to improve customs clearance efficiency, upgrade border gate infrastructure, study and promote the construction of smart border gates and border economic cooperation zones; coordinate to thoroughly resolve difficulties in a number of cooperation projects, and speed up the implementation of China's non-refundable aid to Vietnam.
Along with that, promote high-quality Chinese investment in Vietnam, especially in areas such as transport infrastructure construction, green economy, digital economy, renewable energy, clean energy; strengthen cooperation in sustainable tourism, training high-quality human resources. Expand cooperation in the fields of health, education, science and technology, finance and banking...

Third, continuously consolidate a solid social foundation for the development of bilateral relations.
The two sides agreed to consider this a "systemic project" to diligently promote, the traditional friendship between Vietnam and China continues to be inherited, transmitted and promoted. The two sides strive to effectively implement and improve the effectiveness of friendly exchange mechanisms, such as: People's Forum, Border People's Festival, Youth Friendship Meeting, Vietnam-China Youth Festival; China will soon provide 1,000 scholarships for Vietnamese Chinese teachers; step up propaganda about the traditional friendship of the two Parties and two countries; promote the restoration of cooperation in tourism and aviation.
Fourth, handle disagreements properly and together maintain a peaceful and stable environment.
The two sides agreed to coordinate well in land border management, organize well the activities to celebrate the 25th anniversary of the signing of the Land Border Treaty and the 15th anniversary of the signing of three legal documents on the Vietnam-China land border in 2024.
The two sides also agreed to continue to strictly implement agreements and common perceptions of high-ranking leaders, comply with international law, effectively control and properly handle disagreements, not allowing disagreements to affect the overall relationship between the two countries, contributing to maintaining peace and stability in the region and the world.
Highlights of cooperation and development of strategic transport infrastructure
The important highlight of the working trip is to promote cooperation and attract investment from leading Chinese enterprises and the WEF, especially promoting the role of enterprises of the two countries in promoting Vietnam-China cooperation in developing strategic transport infrastructure.
The Prime Minister received leaders of a series of leading Chinese corporations in the fields of railways and infrastructure, and met with large enterprises and the strong startup and innovation community of WEF.
The Prime Minister emphasized that developing and connecting Vietnam-China strategic transport infrastructure is of special importance, a breakthrough, feasible and symbolic field to contribute to continuing to implement and concretize the high-level common awareness and strategic directions of General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping.
The Prime Minister received and worked with a series of leading Chinese enterprises.
In the coming time, the Prime Minister proposed that China strengthen cooperation and support Vietnam in terms of preferential capital, advanced technology, human resource training, and smart management in the field of strategic transport infrastructure, especially railways, thereby supporting the formation and development of the railway industry.
The Prime Minister called on large corporations and enterprises (both state-owned and private) of China to participate in investing, bidding, and constructing large projects in various fields, especially transportation, aiming to have more and more symbolic cooperation projects between the two countries.
In the coming time, the Prime Minister proposed to soon implement three standard gauge railway connection projects (Lao Cai-Hanoi-Hai Phong; Lang Son-Hanoi; Mong Cai-Ha Long-Hai Phong), firstly quickly deploy the Hanoi-Lao Cai-Hai Phong route; continue to coordinate the implementation of urban railway projects in Hanoi and Ho Chi Minh City; in which, encourage Chinese enterprises to participate in the form of PPP.
The Prime Minister suggested drawing lessons from previous projects, adjusting the way of doing things, renewing thinking, being creative in leadership, management, and implementation, promptly removing all difficulties and obstacles to do better and be more effective in upcoming plans and projects, not allowing them to be spread out, prolonged, or over budget, and fighting negativity and corruption.
The Prime Minister's working trip was a great success, a practical step in implementing the foreign policy of the 13th National Party Congress, Directive 25 of the Secretariat on raising the level of multilateral diplomacy, Directive 15 of the Secretariat on economic diplomacy; the common perception of the senior leaders of Vietnam and China in the spirit of the comprehensive strategic cooperative partnership, building a "Vietnam-China community of shared future of strategic significance" .
