Authorized by the Standing Committee of the Vietnam Fatherland Front Central Committee and Mr. Nguyen Huu Dung, Vice President of the Vietnam Fatherland Front Central Committee (Head of the monitoring delegation), Mr. Nguyen Huy Chi, Head of the Ethnic Committee of the Vietnam Fatherland Front Central Committee (Deputy Head of the monitoring delegation) chaired the conference.
The conference aims to continue to effectively implement the role and responsibility of the Vietnam Fatherland Front in supervision work; especially contributing to raising awareness and responsibility of each individual, agency and organization in the Vietnam Fatherland Front system for supervising the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, Phase I: 2021-2025.
This is an opportunity and condition for delegates to discuss related issues in the implementation of Project 1 under the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas in Tra Vinh Province. From there, proactively prevent and stop negative violations; promptly detect difficulties, obstacles, and limitations, propose competent authorities to consider and resolve in accordance with regulations; promote the people's right to mastery.
The conference received many enthusiastic comments and shared experiences in implementing the supervision work of the Community Investment Supervision Board and the People's Inspectorate for the implementation of Project 1. Exchanged and shared creative and effective ways to innovate the content and methods of supervision suitable to the actual conditions in each locality of ethnic minorities and mountainous areas. At the same time, shared the difficulties in the implementation process.
Authorized by the Standing Committee of the Vietnam Fatherland Front, at the Conference, Mr. Nguyen Huy Chi acknowledged the results achieved after nearly 3 years of implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas (2022, 2023, 2024) in Tra Vinh province. Especially the contents related to Project 1 (Solving the shortage of residential land, housing, production land, and domestic water).
According to Mr. Nguyen Huy Chi, the screening and selection of beneficiaries has been carried out to ensure publicity, transparency, and democracy from the grassroots level; correct subjects, correct norms, no overlap, with participation and consensus of people and communities where the evaluation is conducted. At the same time, priority is given to selecting more difficult subjects such as: Ethnic minority households with specific difficulties; female ethnic minority subjects; subjects belonging to groups affected by natural disasters in the area...
Mr. Nguyen Huy Chi said that the results of the implementation of the Program in the past time in the province have made important contributions to the task of economic development and improving the lives of people in ethnic minority areas. The transport infrastructure in the region has been improved to enhance trade, circulation of goods and meet the travel needs of the people.
The system of basic irrigation works meets production requirements; cultural and social infrastructure has received investment attention. Many programs and projects implemented in the region have been completed and put into use and have promoted practical effectiveness; contributing to shortening the development gap between the ethnic minority region and other regions of the province.
Support policies that have a direct impact on ethnic minorities, especially the support contents under Project 1 of the Program, have been focused on and implemented quite drastically by all levels and sectors. Timely removing difficulties and urgent requirements regarding living conditions and living conditions of poor households in ethnic minority areas, helping many households gradually stabilize their lives and escape poverty.
According to Mr. Nguyen Huy Chi, in addition to the achieved results, the implementation of Project 1 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas in 2024 in Tra Vinh province also encountered some difficulties. Specifically, the progress of implementing projects, sub-projects, and components of the Program (including Project 1), as well as the disbursement rate of the capital plan, is quite slow, not meeting the targets set out in the Plan, especially the career capital source.
Policies that have a direct and significant impact on the lives of ethnic minorities, such as policies supporting residential land and production land, always face great pressure in creating land funds to implement support. Policies supporting job conversion (instead of production land) have low support levels from the state budget (no more than 10 million VND/household), which have not really been effective in supporting poverty reduction for beneficiaries.
The levels, sectors and the Vietnam Fatherland Front at the provincial, district, and commune levels and the Front Work Committee are still passive in implementing, participating in monitoring and criticizing the Program in the area.
“The opinions exchanged in the Conference will be received and synthesized by the Supervisory Delegation and sent to the Standing Committee to serve as a basis for completing the contents related to the implementation of Project 1 under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in the coming time in an effective and practical manner. With the authorization of the Standing Committee of the Vietnam Fatherland Front Central Committee, I would like to acknowledge and commend the contributions, enthusiasm and sense of responsibility of the delegates who participated in giving opinions in this Conference,” said Mr. Nguyen Huy Chi.
