Fatherland Front at all levels: Strengthening social supervision and criticism

Performing its functions and tasks as prescribed , the Vietnam Fatherland Front Committees at all levels of Quang Ninh always attach importance to the work of social supervision and criticism; promote the role of representing and protecting the legitimate rights and interests of the people, promptly detecting and recommending the handling of violations and shortcomings. At the same time, actively participate in building the Party and building a strong government.

The monitoring delegation of the Provincial Fatherland Front Committee inspected a number of key projects and works in Ba Che district.

In particular, in carrying out the election of village, hamlet and quarter chiefs for the 2025-2027 term, the Standing Committee of the Provincial Fatherland Front Committee has coordinated to develop and issue documents to implement guidelines for the election work under the responsibility of the Fatherland Front Committees at all levels. At the same time, proactively grasp the situation, regularly update, exchange and respond to feedback from localities and bases to promptly remove obstacles within their authority. To date, 13 districts, towns and cities and 171 communes, wards and towns have issued plans, organized conferences to disseminate, disseminate and implement the election of village, hamlet and quarter chiefs and completed the establishment of election teams.

To ensure proactive and thorough preparation for the election day, the Provincial Fatherland Front Committee has coordinated and agreed with the Department of Home Affairs to guide villages, hamlets, and neighborhoods to collect opinions from household representatives on the form of election by show of hands or secret ballot. Along with that, the propaganda, review, and preparation of material conditions for the election have also been seriously implemented by localities, ready for the election day of village, hamlet, and neighborhood chiefs.

In addition, the Vietnam Fatherland Front also strengthened its grasp of the situation of the people at the grassroots level, promptly reported and reflected the standing committees and authorities at the same level at weekly and monthly meetings, serving the direction and implementation of the province's tasks. Directed and coordinated the organization of 40 meetings with voters of National Assembly deputies before and after the National Assembly session. In 2024, the People's Inspectorate and the Community Investment Supervision Board continued to effectively carry out supervision work according to their functions and tasks, in which the People's Inspectorate organized 271 supervisions and participated in 284 other supervision activities. Thereby, 49 cases were discovered and recommended for consideration and settlement; the community investment supervision boards organized 1,131 supervisions. Thereby, 184 cases were discovered and recommended for consideration and settlement, and 171 cases were resolved.

In the work of receiving citizens and receiving petitions from citizens sent to the Provincial Fatherland Front, since the beginning of the year, the Standing Committee of the Provincial Fatherland Front Committee has received 38 petitions, including 4 denunciations, 11 complaints, and 23 petitions. After classification, 22 petitions are eligible for processing. The Provincial Fatherland Front Committee also coordinates with the Provincial Inspectorate to advise the Provincial People's Committee to resolve complicated and prolonged cases in the area; supervise, monitor, and urge competent agencies to resolve citizens' petitions and grasp the situation, report to the Standing Committee of the Provincial Party Committee on arising cases related to religion, ethnicity, and complicated cases arising in the area so that the Party Committee can direct and unify the resolution.

In 2024, the Provincial Fatherland Front paid attention to and performed well the supervision, participation in giving opinions and social criticism in the process of building laws and legal documents. The Standing Committee of the Provincial Fatherland Front Committee completed 4 supervision programs and 2 social criticism programs through criticism conferences. At the same time, direct supervision was organized for 18 Party secretaries and chairmen of People's Committees of 14 communes, wards and towns in 7 districts, towns and cities under the program "Supervision of a number of heads of Party committees and commune-level authorities in Quang Ninh province at their workplaces and residences"; direct supervision of 28 committees under the People's Council in 14 communes, wards and towns under the program "Supervision of the implementation of responsibilities, powers and activities of committees under the People's Council at the commune level in Quang Ninh province"; Supervise the implementation of laws on citizen reception, handling of complaints and denunciations by the Chairmen of the People's Committees of districts, towns and cities in the province...

The Standing Committee of the Provincial Fatherland Front Committee focused on selecting content and implementing solutions to improve the quality of social criticism, from organizing research, practical surveys, to consulting experts. Accordingly, it presided over the implementation of social criticism on 2 draft resolutions submitted to the Provincial People's Council, including organizing social criticism on the draft resolution of the Provincial People's Council on regulations on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed in the province; regulations on a number of population policies in the new situation in Quang Ninh. Based on the criticism, the Provincial Fatherland Front issued a petition and the Provincial People's Committee directed the drafting agency to study and absorb these criticisms.

The Provincial Fatherland Front also focused on the work of drafting laws and legal norms. In 2024, the Standing Committee of the Provincial Fatherland Front Committee coordinated with the Provincial National Assembly Delegation to collect opinions on draft laws submitted to the 7th and 8th Sessions of the 15th National Assembly, including issuing plans, organizing conferences and collecting opinions from the advisory councils of the Provincial Fatherland Front Committee and member organizations on 18 draft laws. At the same time, research and provide opinions on 171 draft legal documents and other types of documents sent by provincial agencies, units and organizations for comments from the Provincial Fatherland Front Committee.

The efforts of the Vietnam Fatherland Front at all levels have contributed to making the implementation of democracy at the grassroots level in Quang Ninh increasingly substantive; the "bridging" role of the Vietnam Fatherland Front at all levels between the Party, government and people has been increasingly promoted, contributing to creating consensus, consolidating the great national unity bloc, and building a clean Party and government.
