On August 11, Vice Chairman of the Provincial People's Committee Nguyen Huu Thap signed and issued Official Dispatch No. 01/CD-UBND of the Provincial People's Committee directing agencies, units, and localities to focus on preventing, combating, and reducing damage caused by heavy rain and the risk of flash floods and landslides in the province.

According to the dispatch, the forecast of the provincial hydrometeorological station shows that in 2023, the weather and climate in the province will be complicated, extreme, and unusual; tropical depressions will cause moderate, heavy to very heavy rain over a wide area, causing floods, flash floods, and landslides.

To proactively prevent, combat and respond to heavy rains, flash floods, inundation, landslides, ensuring the safety of people's lives and property, the Chairman of the Provincial People's Committee requested agencies, units, localities and units to direct and seriously implement the directives of the Government, the Prime Minister and the province on preventing and combating landslides, ensuring the safety of people's lives and property before and during the flood season.

Grasp the situation, proactively deploy necessary measures within authority, in accordance with actual local conditions to control and reduce damage caused by landslides, flash floods, riverbank erosion; have plans and schemes to reserve goods and essential supplies ready to respond when natural disasters occur; promptly report and propose to competent authorities to direct the handling of issues beyond their authority.

Chairmen of People's Committees of districts and cities continue to organize thorough inspections and promptly detect areas at risk of landslides and flash floods, especially residential areas, schools, offices, barracks, factories and enterprises.

Immediately implement some urgent solutions: For areas where landslides and flash floods have been detected, it is necessary to resolutely evacuate people and property from dangerous areas or have proactive plans to ensure safety of life, limit property damage for people, and avoid passive and unexpected situations. Organize support for food, necessities, and accommodation according to regulations to stabilize the lives of households that have lost their homes due to landslides and flash floods or have to evacuate to prevent landslides and flash floods, and prevent people from going hungry or having no place to live.

Directing to strengthen propaganda, instructing people to recognize signs and risks of landslides and flash floods to mobilize people's strength in detecting and reporting areas at risk of landslides and flash floods; instructing skills for people to proactively respond to incidents, limit damage, especially paying attention to appropriate and timely forms of propaganda and guidance for people in remote, border, and ethnic minority villages and hamlets.

In the long term, strengthen strict control over construction planning and construction activities, especially the construction of houses and structures in steep terrain, along rivers and streams, and areas at risk of geological disasters; coordinate with functional units to strengthen inspection, strictly prohibit and strictly handle deforestation, especially protective forests and special-use forests.

Organize the review, inspection, examination, and strict and thorough handling of violations of regulations on land use management; forest management and protection; construction activities (especially illegal construction activities on protective and special-use forest land); illegal exploitation and gathering of minerals in accordance with the law to reduce the risk of natural disasters, limit landslides, flash floods, and inundation.

The Chairman of the People's Committee of districts and cities is responsible before the Chairman of the Provincial People's Committee, the Provincial People's Committee and the law if there is a lack of responsibility in leadership and direction leading to serious damage to people's lives and property.

The Chairman of the Provincial People's Committee requested relevant agencies to proactively mobilize forces, vehicles, equipment, and materials to be ready to carry out rescue and evacuation tasks when natural disasters occur, and provide support when requested. Monitor, urge, and inspect the compliance and proper implementation of the operating procedures of reservoirs and inter-reservoirs.

Strengthen strict control over construction planning and construction activities, especially the construction of houses and structures in steep terrain, along rivers, streams, and areas at risk of geological disasters.

Implement measures to ensure safety for students when natural disasters occur; integrate, propagate and disseminate measures to respond to natural disasters, train and raise awareness and understanding for students.

Strengthen inspection and management of licensing and exploitation of resources and minerals, especially sand and gravel mining on riverbeds, to avoid landslides and increase the risk of natural disasters; inspect illegal mining and mineral gathering activities in accordance with the law to reduce the risk of natural disasters, limit landslides, flash floods and inundation.
