Making ID cards when there are no more district police

From March 1, 2025, when the district-level police are no longer in operation, the task of receiving applications for issuing ID cards (CC) and electronic identification accounts (EIDs) for citizens in Vinh Long province will be carried out by the Administrative Police Department (CSQLHC) for social order (TTXH) of Vinh Long Provincial Police, leading to an overload when people need to issue, change, or reissue ID cards.

At noon on March 14, 2025, when the writer went to the Department of Administrative Procedures on Social Order of Vinh Long Provincial Police to register to re-issue a CC for his son, an officer in police uniform replied "cannot resolve today because there are still many files" and instructed me to go to the police station of the ward where I reside to register on the public service portal and come back tomorrow.

Next to the photo and fingerprinting area for ID cards is a row of tables of some employees of mobile networks who are supporting people to register for mobile phone accounts. When they learned that my son had to take a leave of absence from school to re-issue his lost ID card, an employee gave further instructions: "If you cannot register on the public service portal, come tomorrow and submit your application early to complete it on the same day."

I chatted with people waiting to make CC here, most of them said they had to come early so that when the office opened, they could submit their CC immediately. These people, mostly from localities that have just merged communes and wards, need to re-make CC to carry out administrative procedures to match the new boundaries and names.

Previously, the issuance of CC and TKDDĐT was done by the district police for local people, but after March 1, 2025, when the district police are no longer deployed, people who need to issue, change, or reissue CC must travel a long distance to the province. This leads to overload and many people are forced to come very early to submit their applications early and make CC on the same day.

A young man in Tam Binh Town (Tam Binh District) just finished the fingerprinting procedure and said: “I live in Nha Tho Hamlet of Tuong Loc Commune. After the commune merged into Tam Binh Town, the papers were changed to Nha Tho Hamlet. The day before Tet, many people in the old Tuong Loc Commune went to the district police to renew their ID cards, but I couldn’t take time off from work. Now the district police no longer have to go to the province, so I and some people here come from 3-4 am, as soon as the door opens, we go in and submit our documents to finish in time in the morning.”

Understanding the difficulties that people are facing, the Board of Directors of Vinh Long Provincial Police has directed the Department of Administrative Police on Social Order to coordinate the transfer to 7 police units of wards and towns to perform the task of issuing CC and TKĐDĐT.

Accordingly, on March 18, 2025, Lieutenant Colonel Nguyen Minh Hai - Deputy Head of the Department of Administrative Procedures on Social Order of Vinh Long Provincial Police signed a notice of 8 locations performing the task of issuing CC and TKĐDĐT for people in the province, including: Thanh Phuoc Ward Police (Binh Minh Town), Long Ho Town Police (Long Ho District), Cai Nhum Town Police (Mang Thit District), Vung Liem Town Police (Vung Liem District), Tra On Town Police (Tra On District), Tam Binh Town Police (Tam Binh District), Tan Quoi Town Police (Binh Tan District) and the Department of Administrative Procedures on Social Order of Vinh Long Provincial Police. The CC and TKĐDĐT issuance points in the above-mentioned communes, wards and towns will operate from March 19, 2025.

This is considered good news to help people reduce the hardship of traveling and waiting when making CC. In addition to not having to go to the province to make CC, when people need to issue, change, or reissue CC, they can also go to the commune-level police station where they reside to register for CC on the public service portal, then bring the successfully registered information to the CC-issuing agency to be received and processed quickly, shortening the waiting time like in the past days.
