The President of the US Semiconductor Industry Association said that Vietnam is a particularly attractive market for cooperation and development of the semiconductor industry.
On October 29, the Ministry of Planning and Investment and the Ministry of Information and Communications chaired a high-level conference on Vietnam's semiconductor industry. A day earlier, during the inauguration of the National Innovation Center (NIC) in Hoa Lac (Hanoi) and the Vietnam International Innovation Exhibition 2023, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the NIC Hoa Lac Semiconductor Design Training Center. This center is a collaboration between major US technology partners such as Synopsys, the University of Arizona, Keysight and domestic partners, with the goal of contributing to the training of more than 50,000 engineers in international standard microchip design by 2030.

During his working trip to the United States at the end of September, Prime Minister Pham Minh Chinh and Vietnamese organizations and enterprises worked with a series of famous semiconductor technology and training companies in the United States to promote investment cooperation and technology transfer opportunities in this field. Notably, Synopsys entered the Vietnamese microchip market in 2020. Currently, Synopsys Vietnam has opened 4 offices in Ho Chi Minh City and Da Nang, attracting nearly 500 qualified engineers...
These activities aim to realize the Joint Statement on upgrading Vietnam-US relations to a comprehensive strategic partnership during President Joe Biden’s official visit to Vietnam at the invitation of General Secretary Nguyen Phu Trong last September. These events are also concrete steps between organizations and businesses in the US semiconductor industry and Vietnamese partners to bring about opportunities to expand the market and enhance Vietnam’s capacity in this important industry.
During a working session in Bac Ninh on October 27, Mr. John Neuffer, President of the US Semiconductor Industry Association, said that Vietnam is a particularly attractive market for cooperation and development of the semiconductor industry; US businesses have and will continue to learn about and cooperate and invest in this field with Vietnam.
For domestic enterprises, in September 2022, FPT Corporation announced the successful design and production of commercial chips to supply many markets and the goal of becoming the largest chip design company in Southeast Asia. Viettel announced its success in researching and mastering the design of chips for 5G network equipment and will soon commercialize it.
These are positive signals, a path for Vietnam to participate more deeply in the global semiconductor industry; an industry that in 2022 had a revenue of more than 600 billion USD and is expected to reach a scale of about 1,400 billion USD by 2029. This is also the core industry, the backbone of the 4th industrial revolution and the current digitalization process.
The current requirement is to soon have mechanisms and policies to encourage domestic and foreign enterprises to invest in laboratories and research centers in institutes and schools with research fields related to semiconductors; attract foreign intellectual resources and technology in this field. All of this is to create an ecosystem, a close connection between institutes, schools, and enterprises; from the design stage to product manufacturing, contributing to shortening production time and product output.
There are currently about 50 enterprises operating in the field of chip design in Vietnam with a total workforce of more than 5,000 engineers. The problem of investing in and developing semiconductor human resources is urgent today. Developing a supporting business ecosystem and a team of design engineers and microchip engineers will help Vietnam gradually upgrade and participate more deeply in the stages of the global semiconductor value chain. In the context of many fluctuations and complexities in the world economy and trade, especially the "semiconductor war" between the superpowers, the proactive participation, calling for foreign investment, and continuing to develop "domestic" in Vietnam's semiconductor industry is a positive signal, with many current expectations.
