Ho Chi Minh City is revoking slow-moving projects in the High-Tech Park to prepare to attract investment in the fields of biotechnology, electronics, microchips, and semiconductors.
A series of projects were proposed to be revoked.
Recently, the Management Board of Ho Chi Minh City High-Tech Park (SHTP) sent a series of documents to the City People's Committee proposing to reclaim land from projects that are slow to develop and leave land abandoned.
In January 2025 alone, at least 5 projects were proposed to be revoked by the SHTP Management Board, including: Vicohn Pharmaceutical Factory; Headquarters of High-tech Investment Development and Services Joint Stock Company - IDS Hitech; Factory producing electronic circuits and high-tech lighting equipment; project of VTC Telecommunications Joint Stock Company; USM High-tech Research and Transfer Center. These are projects that signed land lease contracts nearly 10 years ago and were allocated land to implement the project, but to date, the investors of these projects have not yet built factories to put into operation.
Statistics from the SHTP Management Board show that in the High-Tech Park, there are 108 active projects, accounting for 66.6%, and 54 projects that have not yet come into operation, accounting for 30.2%. In 2024, SHTP revoked 6 investment registration certificates of slow-moving enterprises.
Previously, in July 2024, Ho Chi Minh City issued a decision to terminate the "notorious" project, Saigon Silicon Park, because 52 hectares of "golden" land had been abandoned for many years without construction.
It is known that Clause 1, Article 83 of the 2024 Land Law stipulates that the decision to reclaim land for projects in SHTP is under the authority of the Ho Chi Minh City People's Committee.
Paving the way for the high-tech era
On February 24, 2025, the Ho Chi Minh City People's Committee approved the Plan for Implementing the Semiconductor Industry Development Strategy and the Semiconductor Industry Human Resource Development Program to 2030, with a vision to 2050 in Ho Chi Minh City. In particular, the City aims to attract at least 20 investment projects in SHTP.
To have land to attract large technology corporations, Ho Chi Minh City must withdraw slow-moving projects, and at the same time expand SHTP into a science and technology park, creating the most favorable conditions and environment for the development of the semiconductor industry ecosystem and attracting large foreign investment projects in the core digital technology industry.
Currently, many technology corporations are looking to SHTP to invest in areas such as semiconductors and data centers. Among them, the “giant” NVIDIA had 3 surveys in Ho Chi Minh City last year to cooperate with domestic enterprises in training and developing AI; establishing an AI Computing Center of Excellence; and establishing an R&D Center.
Another US technology giant, Marvell, is accelerating the expansion of its chip design center in Ho Chi Minh City. Mr. Le Quang Dam, General Director of Marvell Technology Vietnam, said that Marvell decided to establish another chip design center in Ho Chi Minh City to design new microchip technology chips to serve the development of the semiconductor industry.
In addition to new investment projects, a number of high-tech projects have increased investment capital and expanded in Ho Chi Minh City. Among them, BE Semiconductor Industries NV of the Netherlands (BESI) - specializing in manufacturing, trading and providing semiconductor manufacturing equipment and services to leading multinational microchip manufacturers - is completing procedures to expand its investment. Mr. Nguyen Ky Phung, Head of the SHTP Management Board, said that in February 2025, the Management Board will issue an investment registration certificate for BESI.
Regarding the orientation of attracting investment to SHTP, Mr. Nguyen Ky Phung said that in the period of 2025-2030, SHTP will prioritize the development of key technology fields such as microelectronics, semiconductors, data centers and artificial intelligence, robots and autonomous devices, and biotechnology for human health care.
“To ensure the development of the high-tech industry, SHTP is determined to attract research and development (R&D) center projects, promote technology transfer activities, build an innovation and creativity ecosystem, and support the development of start-up businesses,” said Mr. Phung.
