The Department of Transport of Phu Tho province has just issued a plan to demolish the remaining part of Phong Chau bridge within 45 days.
In order to ensure the demolition of the remaining spans and pillars of Phong Chau Bridge, and at the same time ensure the progress of new construction according to the Government's direction, the Department of Transport of Phu Tho province has made a plan to demolish the remaining spans and pillars of Phong Chau Bridge that collapsed on the morning of September 9 (mainly the part belonging to Phung Nguyen commune, Lam Thao district).
According to the document, after preparing the demolition site, based on the actual situation, it is expected to mobilize many means of transportation and dismantling such as: 7-10 excavators with pliers, hydraulic hammers, 2 160-ton cranes; many types of specialized hand-held machines...
Phu Tho Province Department of Transport plans to mobilize 30-40 people to organize 2 construction teams (team 1 on Lam Thao district side to handle span 1-5, team 2 on Tam Nong district side to handle span 8); depending on actual conditions during demolition, additional manpower will be mobilized to ensure progress.
It is expected that the work of preparing the construction site until the completion of the site clearance, acceptance and handover of the completed demolition work at the site will take about 45 days. The estimated implementation cost is nearly 8.5 billion VND.
Previously, Phu Tho Provincial Police surveyed the remaining part of the bridge (the part connecting to Phung Nguyen Commune, Lam Thao District). The Investigation Police Agency of Phu Tho Provincial Police found that the bridge surface of span 5 (N5) was tilted outwards towards the Red River, with signs of subsidence at pier T6. Spans 4, 3, 2 showed signs of being twisted and tilted in the direction of the Red River's flow, and the expansion joints (connecting the spans) were much wider than the original design.
Recently, the Ministry of Transport and Phu Tho province have urgently carried out technical research and considered applying mechanisms for construction works in emergency situations. The Ministry of Planning and Investment and the Ministry of Finance have considered investment capital allocation options.
In order to implement the new Phong Chau bridge construction project in the most timely manner, in the shortest time, with the most suitable mechanisms and policies, Phu Tho province, the Ministry of Transport and other ministries and branches have agreed that the Ministry of Transport is the investment management agency.
Ministries and branches agreed to apply current mechanisms and regulations in emergency construction situations to complete investigation, survey, design, approval of investment decisions, apply special mechanisms in contractor selection and start the project in December 2024.
The Ministry of Planning and Investment and the Ministry of Finance coordinate with the Ministry of Transport to allocate capital for the project according to the implementation schedule.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport and the People's Committee of Phu Tho province to direct contractors to complete the bridge foundation construction before April 2025, before the storm season begins, and then carry out other construction items to complete the entire project in 2025.
